Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Hullman called the meeting to order at 6:03 p.m.

Mr. Hullman stated that the Community Investment Committee was also present.

 

Mr. Hullman asked that Melvin Bogus, Chairman of the Community Investment Committee introduce the members of the committee.

 

Mr. Bogus stated that the members present were Roy Green, Greg Penner and Richard Davis.

 

IV.                III.                                                           Public Hearing & Discussion Items

D.         Presentation by Clark Condon and Associates on the Draft of the “Hike and Bike Trail Plan”, a component of the Parks and Open Space Master Plan.

 

Chien Wei, Director of Parks and Cultural Services informed the Boards and Commissions that City Council approved the 2005 Parks and Open Space Master Plan in 2006.

 

Mr. Wei added that City Council approved Clark Condon and Associates to move forward with a Draft of the “Hike and Bike Trail Plan.”

 

Clark Condon and Associates gave a presentation of the Draft of the “Hike and Bike Trail Plan”, a component of the Parks and Open Space Master Plan.

 

Mr. Owens asked if the signs throughout the trail system would have nighttime reflectors.

 

Ms. Condon responded affirmatively.

 

Mr. Edelman asked if the consultant has taken into consideration that League City is a Tier 1 county and how would the proposed signage be protected from flood waters.

 

The consultants, in response stated that the trail systems would be located on boardwalks so that they would not be within the flood zones.

 

B.         Hold a public hearing on the Draft of the “Hike and Bike Trail Plan”, a component of the Parks and Open Space Master Plan.

 

Mr. Hullman opened the public hearing at 6:51 pm.

 

Mel Bogus, Community Investment Committee Chairman came forward during the public hearing to speak on behalf of the Community Investment Committee.

 

Mr. Bogus stated that this committee was asked to provide feedback on branding for the city and ideas on how to change League City from thoroughfare into a destination.

 

Mr. Bogus added that his committee has considered ways to make the trails marketable for the city.

 

Mr. Bogus stated his committee has chosen “Trails at the Water’s Edge” as a brand for the city.

 

Mr. Bogus further stated the committee’s suggestions for the trails were to incorporate a farmer’s market in the historic district, water sports, Dog Park and an amphitheater.

Mr. Hullman closed the public hearing at 7:04 pm.

 

C.         Discuss and provide feedback to the consultant, staff and City Council on the Draft of the “Hike and Bike Trail Plan”, a component of the Parks and Open Space Master Plan.

Mr. Hullman suggested that the consultant refer to the Comprehensive Plan and the Zoning Ordinance to aid in the development costs of the trail system as development occurs throughout undeveloped portions of the city.

 

LaShondra Holmes, Planning Manager stated that staff has been consulting with the developer and the City Attorney to determine how staff could incorporate the trail systems into the subdivision ordinance and parks ordinance.

 

Mr. Green asked that if 150 or 200 miles of trail systems would create a tourist destination for League City.

 

Ms. Condon responded affirmatively.

Mr. Bogus added that a reduction in miles would allow the City to move forward without budgetary constraints.

 

Ms. Condon stated that another phasing approach is to the base trails, signage and amenities in phases.

 

Mr. Edelman asked if the consultant has provided a financial plan for the trail systems.

 

Ms. Condon stated that their firm has not researched financial plans. Ms. Condon added that there are, grants at the state levels.

 

Tony Allender, Land Management Director came forward to address the Boards and Commissions.

 

Mr. Bogus asked if trails could be incorporated in Main Street.

 

Ms. Allender responded affirmatively.

 

 Mr. Allender added that there the trails should not be limited to connectivity, but should also be an experience for the residents.

 

 

VI.              Adjournment of the Parks Board

 

Mr. Blansit adjourned the Parks Board at 7:30 pm.

 

VII.        Adjournment of the Planning & Zoning Commission

 

Mr. Hullman adjourned the Planning & Zoning Commission at 7:30 pm.
