A.     Hold a public hearing and take action on ZBA10-21 (202 Coryell Ct., Unit #9), to determine whether a building or structure is a dangerous building, and issue any order(s) determined necessary to address such conditions per 22-331 et. seq. of the League City Code of Ordinances. The building official has found the subject property to be in violation of the subject Ordinance. A copy of the inspection report listing the specific conditions alleging the structure(s) to be in violation of the subject Ordinance is on file with the City Secretary for public inspection.

202 CORYELL, UNIT #9 as referenced in below legal description:

Lots One (1) through Twelve (12) in the Northeast Block of Lot Three (3), Interurban Addition to League City, a subdivision in League City, Galveston County, Texas, according to the map or plat thereof recorded under Plat Record 12, Map Number 40 of the Map Records of Galveston County and also referenced as recorded in Volume 238, Page 22 of the Map Records of Galveston County, Texas.

I.       Call to order and Roll call of members

 

Mr. Christiansen called the meeting to order at 6:06 p.m.

*Mr. Evans was absent due to a previous engagement.

 

Mr. Christiansen advised a quorum was present for the meeting with Richard Stephenson, Alternate 1

and Elaine Kosty, Alternate 2 activated as voting members.

II.    The Swearing in of Speakers and Witnesses

 

Mr. Christiansen made a statement that this is a quasi-judicial board, which is being recorded and therefore anybody that speaks should be aware it is considered testimony.  Any appeal of the decision by the Board of Adjustment must be filed with the Court of Competent Jurisdiction within 10 days of the date of the decision rendered by this board.  City Secretary Barbara Long swore in all speakers and witnesses in attendance at the meeting.

 

III.  Public Hearings and Action Items fro Public Hearings

 

 

Mr. Christiansen opened the public portion of the hearing at 6:09 p.m.

Mike Collins, Acting City Building Official, came forward and presented before and after photos of the property and gave an update stating that the buildings were demolished, the property was cleared and utilities capped off.  He said Cherry Demolition has agreed to bring in additional sand to the property to prevent ponding.  He explained that if the property is left in the current condition without the additional sand, standing water from rain would create a mosquito problem.  He assured that aside from this issue the property in no longer unsafe. 

 

Mr. Christiansen called the property owner forward.  Mr. Jasper Williams came forward and explained that although he was cited as the property owner, he is not the current property owner and has not owned the property since July 1st.  He further noted that the address descriptions for the properties are incorrect.  He explained that the tax office had used 202 Coryell Ct. to identify the properties but the actual building at 202 Coryell Ct. it is not involved in this matter.  He said he was unsure but said the address for unit #9 is most likely 216 Coryell Ct. and address for unit #10 is 218 Coryell Ct.  Mr. Christiansen made a note for the record.

 

Mr. Stelly advised that the primary purpose of the meeting was to hold the public hearings, as posted in the agenda, to update staff and close out the items.  Mr. Polanco concurred and said there is no need to take formal action once the public hearing has been closed.

 

Mr. Christiansen noted that Item III-A was closed with no further action against the property at 202 Coryell Ct., Unit #9 also known as 216 Coryell Ct.

Mr. Collins came forward and gave the update for item III-B stating the property has been cleared with only the issue of bringing in the additional sand remaining.

Mr. Jasper Williams came forward and reiterated that he is not the current property owner.  Mr. Polanco asked Mr. Williams, for the record, who the current property owner is.  Mr. Williams stated that the deed was signed over to Lars Schoonover, son of Walter and Evalena Schoonover.  He said it was his understanding that Mr. Lars Schoonover was handling the affairs of Mr. and Mrs. Schoonover.

Mr. Christiansen noted that Item III-B was closed with no further action to be taken then closed the public portion of the hearings at 6:23 p.m.

 

V.        Adjournment

 

Ms. Beasley made a motion to adjourn the meeting.

Mr. Stephenson seconded the motion.

 

The motion passed and Mr. Christiansen adjourned the meeting at 6:24 p.m.
