Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Hullman called the meeting to order at 6:00 p.m.

II.        Approval of Minutes for Planning and Zoning Commission           

B.         July 19, 2010

 

Mr. Bogus made a motion to approve the minutes of the July 19th meeting. Mr. Owens seconded the motion.

The motion was adopted by a vote of 7-0-0.

                                                                                                     

VII.           New Business

  B.      Consider and take action on a Preliminary/Final Plat – Magnolia Creek, Section 11, Phase I, generally located south of League City Parkway and west of Landing Boulevard.

 

Mark Linenschmidt, Senior Planner restated the staff report for this item.

Mr. Linenschmidt stated that the plat is a subdivision of 18.9 acres from previously unplatted property for 50 residential lots and 6 Restricted Reserves for landscape, amenities, and utilities in the Magnolia Creek Planned Unit Development (PUD).

Mr. Linenschmidt added that this plat will also correct a surveying error when the adjoining Magnolia Creek, Section 9 plat was recorded. A small portion of Restricted Reserve B from that plat was actually part of the future Magnolia Meadow Lane right-of-way being platted with this section.

Mr.  Owens made a motion to approve Preliminary/Final Plat – Magnolia Creek, Section 11, Phase I. Mr. McKillip Seconded the motion.

 

The motion was adopted by a vote of 7-0-0.

 

C.     Consider and take action on a Preliminary Plat – Magnolia Creek, Section 12, Phase I, generally located south of League City Parkway and west of Landing Boulevard.

Mark Linenschmidt, Senior Planner restated the staff report for this item.

 

Mr. Linenschmidt stated that the plat is a subdivision of 9.2 acres from previously unplatted property for 37 residential lots and 2 Restricted Reserves for landscape, amenities, and utilities in the Magnolia Creek Planned Unit Development (PUD).

 

Mr. Owens asked about the location of the 26 acres that were dedicated for parks.

 

Mr. Linenschmidt in response stated that the 26 acres were dedicated for a trail system.

 

Dale Hardy came forward to address the Commission stated that the trail systems are in place and that the City is in the process of connecting trails along Summer Place Drive.

 

Mr. Williams made a motion to approve. Mr. Bogus seconded the motion.

 

The motion was adopted by a vote of 7-0-0.

 

  D.      Consider and take action on a Preliminary Plat – Bay Colony Pointe West, Section 3, Phase II, generally located north of Farm to Market Road 517 and west of Cross Colony Drive.

 

 

Rodney Glasper, Planner restated the staff report for this item.

 

Mr. Glasper stated that on December 5, 2005, the Commission approved the preliminary plat for Bay Colony Pointe West, Section 3 by a vote of 7-1-0. The entire section contained 102.2 acres and 233 lots. Subsequently, the developer decided to phase Section 3. On April 2, 2007, the Commission approved the Final Plat for Bay Colony Pointe West, Section 3 Phase I by a vote of 7-0-0. The plat consisted of 150 lots and seven reserves. This phase was recorded with Galveston County on May 24, 2007.

 

Mr. Glasper added that the applicant had to revise the PUD Master Plan to portray the subdivision phase lines as it was proposed. Since there were no changes to density and the phasing didn’t create any problems in regards to traffic and emergency access, the master plan was administratively approved.

 

Mr. McKillip made a motion to approve Preliminary Plat – Bay Colony Pointe West, Section 3, Phase II. Mr. Rosen seconded the motion.

 

The motion was adopted by a vote of 7-0-0.

 

VIII.        Other Business

  B.      Discuss status of Comprehensive Plan Amendments.

Naina Magon, Comprehensive Plan Specialist came forward to inform the Commission of the progress of the Comprehensive Plan.

 

Ms. Magon informed the Commission that the Comprehensive Plan is 50% complete.

 

Ms. Magon added that staff plans to have a draft of the Comprehensive Plan available between December-January.

 

Ms. Magon further informed the Commission that the Phase 1 and Phase 2 of the Comprehensive Plan are complete.

 

Ms. Magon stated that staff received feedback from the residents about their vision for the City in Phase 1.

 

Ms. Magon further stated staff assessed the needs of the community in Phase 2 of the Comprehensive Plan Study.

 

A discussion was held.

 

Mr. Hullman asked if the Comprehensive Plan would address the character of the various geographic areas of the City.

 

Tony Allender, Director of Planning & Research responded affirmatively.

 

Mr. Hullman asked if the Comprehensive Plan would affect the current zoning ordinance.

 

Mr. Allendar stated that staff would recommend that the city moves from a form based to something that is based more on what the City wants based on functionality.

 

 

V.                 Reports from Staff

A.        Report of Council Action on Planning and Zoning Commission Items.

LaShondra Holmes, Planning Manager stated that staff has provided the Commission with the text amendments for Article III.

Ms. Holmes added that staff is doing more research on the public notification text amendment and plan to bring this item back to the Commission at a later date.

 

VI.               Adjournment of the Planning & Zoning Commission

 

Mr. Hullman adjourned the Planning & Zoning Commission at 6:59 pm.
