 A.            Hold a public hearing and take action on Planned Unit Development Overlay Application Z10-10/P (Boyd PUD), a request for a “PUD” Overlay on approximately 15.5 acres zoned “RSF-20” (Single-family residential with a minimum lot size of 20,000 square feet), legally described as a portion of the Rodney Anthony Survey, Abstract No. 630, generally located north of Farm to Market Road 646 and east of Whispering Lakes Ranch Drive with the approximate address being in the 2500 Block of FM 646.

 

IV.              New Business

     A.            Consider and take action on a Final Plat – Bay Colony Pointe West, Section 3, Phase II, generally located north of Farm to Market Road 517 and west of Cross Colony Drive.

     B.            Consider and take action on a Master Plan Revision to a Planned Unit Development – Mar Bella Revision #9, generally located south of League City Parkway (State Highway 96) and west of State Highway 146. 

   C.            Consider and take action on a Preliminary Plat – Mar Bella, Section 10D, generally located south of League City Parkway (State Highway 96) and west of State Highway 146.

    D.            Consider and take action on a Preliminary/Final Plat – Westover Park, Section 11B, generally located south of League City Parkway and east of Westover Park Avenue.

     E.            Consider and take action on a Preliminary/Final Plat – Westover Park, Section 13A, generally located south of League City Parkway and east of Maple Leaf Drive.

 

V.                 Reports from Staff

Mr. Hullman called the meeting to order at 6:00 p.m.

II.        Approval of Minutes for Planning and Zoning Commission           

A.         November 15, 2010

 

Mr. Bogus made a motion to approve the minutes of the November 15th meeting subject to staff amending the motion of agenda item III. B. Mr. Landon seconded the motion.

LaShondra Holmes, Planning Manager stated that staff would listen to the meeting recording and make changes.

The motion was adopted by a vote of 6-0-0.

IV.              Public Hearings and Action Items from Public Hearings

  B.            Hold a public hearing and take action on Planned Unit Development Overlay Application Z10-10/P (Boyd PUD), a request for a “PUD” Overlay on approximately 15.5 acres zoned “RSF-20” (Single-family residential with a minimum lot size of 20,000 square feet), legally described as a portion of the Rodney Anthony Survey, Abstract No. 630, generally located north of Farm to Market Road 646 and east of Whispering Lakes Ranch Drive with the approximate address being in the 2500 Block of FM 646.

 

Mr. Hullman announced that this case was withdrawn by the applicant.

 

V.                 New Business

      F.            Consider and take action on a Final Plat – Bay Colony Pointe West, Section 3, Phase II, generally located north of Farm to Market Road 517 and west of Cross Colony Drive.

Rodney Glasper, Planner restated the staff report for this item.

 

Mr. Glasper stated that the application was for the subdivision of 8.4 acres of unplatted property into 31 single-family residential lots and 2 restricted reserves for landscape/open space/pipeline easement and drainage/landscape/open space/access easement.

 

Mr. Owens made a motion to approve Final Plat – Bay Colony Pointe West, Section 3, Phase II.

 

Mr. Bogus seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

    G.            Consider and take action on a Master Plan Revision to a Planned Unit Development – Mar Bella Revision #9, generally located south of League City Parkway (State Highway 96) and west of State Highway 146. 

Wes Morrison, Senior Planner restated the staff report for this item.

Mr. Morrison informed the Commission that the Master Plan has been revised to:

Revise the 482.5-acre Mar Bella Master Plan to:

1.            A reduction in linear park acreage by 0.3 acres in Sections 10C and 10D and the removal of two tot-lots in future sections SF-1 and SF-5.

2.            Reconfigure the lot layout for Sections 10D and 10E. The revision is deleting Section 10E and distributing the 49 lots within that section to future sections SF-10 and SF-5 of the PUD. 

3.            Increase the number of larger lots throughout the future sections SF-10 and SF-5. The proposed amendment does not increase the number of residential lots. (See #1 and #2 above.) 

4.            Increasing proposed detention lake areas are by 2.3 acres.

5.            The delineation of the roadway alignment in Section SF-1 has been removed.

6.            With regards to the overall change, staff has found a discrepancy in the amount of acreage with regards to overall changes; this discrepancy has been communicated to the applicant and the applicant has not provided staff with an explanation.

Mr. Bogus asked if the applicant provided information on the discrepancy in the acreage.

 

Mr. Morrison in response stated that the staff had not received any information from the applicant.

 

LaShondra Holmes, Planning Manager stated that the discrepancy was minor, but staff was not able to determine the location of the 2 acre difference.

 

Matt Stoops with Kerry Gilbert & Associates stated that he would coordinate with staff to determine the discrepancy.

 

Mr. Williams made a motion to approve Revision to a Planned Unit Development – Mar Bella Revision #9.

 

Mr. Bogus seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

  H.            Consider and take action on a Preliminary Plat – Mar Bella, Section 10D, generally located south of League City Parkway (State Highway 96) and west of State Highway 146.

Wes Morrison, Senior Planner restated the staff report for this item.

 

Mr. Morrison stated that the application was for the subdivision of 11 acres of previously unplatted property into 45 single-family residential lots and 2 Restricted Reserves for landscape/open space/amenity.

 

Mr. Williams made a motion to approve Preliminary Plat – Mar Bella, Section 10D.

 

Mr. Owens seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

       I.            Consider and take action on a Preliminary/Final Plat – Westover Park, Section 11B, generally located south of League City Parkway and east of Westover Park Avenue.

Mark Linenschmidt, Senior Planner restated the staff report for this item.

 

Mr. Linenschmidt stated that the application was for the subdivision of 8.1 acres from previously unplatted acreage for 35 residential lots with no restricted reserves.

 

Mr. Linenschmidt added that the construction plans for the development were initially approved on July 12, 2007 and were then approved to be divided into phases on May 6, 2010.

 

Mr. Bogus made a motion to approve Preliminary/Final Plat – Westover Park, Section 11B.

 

Mr. McKillip seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

      J.            Consider and take action on a Preliminary/Final Plat – Westover Park, Section 13A, generally located south of League City Parkway and east of Maple Leaf Drive.

 

Mr. Linenscmidt, Senior Planner restated the staff report for this item.

 

Mr. Linenschmidt stated that the application was for the subdivision of 17.2 acres from previously unplatted acreage for 55 residential lots and 3 restricted reserves. The typical lot width is 50 feet with a length of 115 feet with an average lot size of 7,100 square feet. Restricted Reserves A and B are restricted to open space and landscaping while Restricted Reserve C is restricted to Recreational and park. Restricted Reserve C is not an HOA park that would be counted toward the parkland requirement for the Westover Park subdivision.

 

Mr. Bogus made a motion to approve Preliminary/Final Plat – Westover Park, Section 13A.


Mr.Williams seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

V.                 Reports from Staff

A.        Report of Council Action on Planning and Zoning Commission Items.

LaShondra Holmes, Planning Manager stated that the Clear Wireless cell tower was approved by Council.
