A.      Consider and take action to amend Chapter 102, Article I entitled “Subdivision and Development” and Chapter 114, Article V entitled “Utility Extensions and Improvements” of the Code of Ordinances of the City of League City, Texas to revise regulations pertaining to utility connections. (Public hearing HELD on September 19, 2011)

A.     Consider and take action on a Preliminary Plat – Westover Park, Section 14A, generally located south of League City Parkway and east of Maple Leaf Drive.

B.     Consider and take action on a Preliminary Plat – Westover Park, Section 16, generally located south of League City Parkway and east of Maple Leaf Drive.

 

V.                 Other Business

A.     Receive a briefing from staff regarding a petition to de-annex by certain property owners from the Residential Neighborhood Conservation zoning district overlay also known as the League City Historic District and the Planning and Zoning Commission’s role with regards to the petition.

 

VI.              Reports from Staff

A.  Report of Council action on Planning and Zoning Commission Items.

II.        Approval of Minutes for Planning and Zoning Commission           

A.         October 17, 2011

 

Mr. Landon made a motion to approve the minutes of the October 17th  meeting.

Mr. Froeschner seconded the motion.

The motion to approve was adopted by a vote of 8-0-0.

VIII.         Tabled and Subject to Recall

B.      Consider and take action to amend Chapter 102, Article I entitled “Subdivision and Development” and Chapter 114, Article V entitled “Utility Extensions and Improvements” of the Code of Ordinances of the City of League City, Texas to revise regulations pertaining to utility connections. (Public hearing HELD on September 19, 2011)

 

Staff requested that this item remains tabled.

                                   

IX.              New Business

C.  Consider and take action on a Preliminary Plat – Westover Park, Section 14A, generally located south of League City Parkway and east of Maple Leaf Drive.

 

Mark Linenschmidt, Senior Planner restated the staff report for this item.

Mr. Linenschmidt informed the Commission that the applicant proposes to subdivide approximately 15.8 acres of unplatted property into 64 single-family residential lots and 1 Restricted Reserve restricted for drainage. Typical lot sizes for this section are 60 feet in width by 120 feet in depth with an average lot area of 7,200 square feet. This section is located within the Westover Park PUD.

Mr. Koonce made a motion to approve Preliminary Plat – Westover Park, Section 14A.

 

Mr. Hamilton seconded the motion.

 

The motion was adopted by a vote of 8-0-0.

 

D.                 Consider and take action on a Preliminary Plat – Westover Park, Section 16, generally located south of League City Parkway and east of Maple Leaf Drive.

 

Mark Linenschmidt, Senior Planner restated the staff report for this item.

 

Mr. Linenschmidt stated that the applicant proposes to subdivide approximately 10.8 acres of unplatted property into 38 single-family residential lots. Typical lot sizes for this section are 70 feet in width by 120 feet in depth with an average lot area of 8,400 square feet.

 

Mr. Koonce made a motion to approve Preliminary Plat – Westover Park, Section 16.

 

Mr. McKillip seconded the motion.

 

The motion to approve was adopted by a vote of 8-0-0.

 

X.                 Other Business

B.     Receive a briefing from staff regarding a petition to de-annex by certain property owners from the Residential Neighborhood Conservation zoning district overlay also known as the League City Historic District and the Planning and Zoning Commission’s role with regards to the petition.

 

Wes Morrison, Senior Planner stated that a petition has been received from homeowners in the RNC overlay district to de-annex from the district.

 

Mr. Morrison added that the Historic District Commission will hold a meeting on Thursday, November 17th to determine if the land should be designated as historic or not historic.

 

The Planning & Zoning Commission will meet on this item on Monday, December 5th to make a recommendation to City Council to rezone the property.

A.      Report of Council action on Planning and Zoning Commission Items.

 

LaShondra Holmes, Planning Manager stated that there weren’t any reports from staff.
