CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

Thursday June 21, 2012 at 6:00 P.M.

I.                   Call to order and Roll call of members

 

Mr. Guglielmo called the meeting to order at 6:10 p.m.

II.        Approval of Minutes

A.     April 19, 2012

 

Ms. Dudney made a motion to approve the minutes of April 19, 2012.

 

Ms. Sesher seconded the motion.

 

The motion passed unanimously with a vote of 6-0-1.

 

III.       Public Hearing and Action Items on Public Hearings

A.    Conduct a public hearing and take action regarding amendments to Chapter 56 – Historical Preservation specifically related to the process for requesting de-annexation from the Historic District Boundaries.

 

Mr. Morrison provided a brief overview as to why the amendment was necessary and presented draft language to start the discussion. 

 

Mr. Guglielmo opened the public hearing at 6:16pm.

 

Dave Hake of 820 3rd Street requested that no changes be made to Chapter 56 because he believed a process for de-annexation was outlined in the Preservation Plan.

 

Katie Benoit Hake of 820 3rd Street requested that no changes be made to Chapter 56 and believed that the Preservation Plan process should be followed.

 

Mr. Guglielmo closed the public hearing at 6:20pm.

 

Ms. Schroder stated that she would like to see a discussion on what exactly the Preservation Plan states regarding the process for removing property from the district compared to that of Chapter 56. 

 

Mr. Guglielmo stated that he would like to see the 65% rule from the Preservation Plan be incorporated into the new language. He asked staff whether the language could just be written in a manner that would simply prohibit property being removed from the district.  Mr. Morrison said he would forward that question to the Attorney for a legal response.

 

Mr. Picou raised questions about the proposed language, specifically the “contiguous land requirement” and asked staff to define what “historical significance” really means. Mr. Morrison stated he would work on those items and report back to the Commission at their next meeting.

 

The majority of the Commission stated they would like to see a workshop session as suggested by Ms. Schroder, staff stated they would send out some possible dates and get that process started.

 

IV.             Discussion Items

A.    Discuss neighborhood concerns regarding drainage.

 

Mr. Loftin introduced a representative of LAN Engineering who will be contracted with the City to complete a drainage study.  LAN Engineering presented the process that will be followed with regards to the drainage study and the timeframe of when the study should be complete.   

 

V.                Commissioner Comments

Announcements concerning items of community interest.  No action will be taken or discussed.

 

The importance of an Architect on the Commission was stated by Commissioner Dudney.

Commissioner Picou raised concerns about sign regulation enforcement along Main Street.

Commissioner Guglielmo raised concern about work on the Faith Temple Church on Colorado Street.

VI.             Staff Comments

Announcements concerning items of community interest.  No action will be taken or discussed.

 

Mr. Morrison stated he will be contacting the Commission the following day about workshop dates.  He also briefed the Commission about the schedule public hearings on the 7th Street rezoning process.

VII.     Adjournment

Mr. Guglielmo adjourned the meeting at 7:21 p.m.
