A. Hold a public hearing and make a recommendation on

of the Corrected Sawyers Addition, generally located southwest of Kansas Avenue
and north of 7th Street, with the approximate addresses being 102,

B. Hold a public hearing on Special Use Permit
Application SUP12-02
(Genesis Pipeline) for a Special Use Permit to construct a pipeline

Mr. Froeschner made a motion to approve the minutes of
the July 16th meeting.
Mr. Turner seconded the motion.
The motion to approve was adopted by a vote of 7-0-1.
Mr. Koonce abstained from voting due to his absence
from the July 16th P&Z meeting.

a Preliminary/Final Plat ? Tuscan Lakes SF-50-3-2, generally located south of
League City Parkway (State Highway 96) and east of Dickinson Avenue off of Lago
Nicola Lane.
Joey Kaspar, Planner restated the staff report for
this item.
Ms. Kaspar informed the Commission that the applicant
proposes to subdivide 5.79 acres of
previously unplatted property to create 19 single-family lots, 2 restricted
reserves for landscape amenities, and the extension of Lago Nicola Lane.
Ms. Kaspar further informed the Commission that the preliminary
plat for Tuscan Lakes SF-50-3-2-SE was approved on November 2, 2009
and that infrastructure extensions prevented the preliminary plat from expiring
thus allowing the final plat of the property to proceed.
Mr. Turner made a motion to approve Preliminary/Final Plat ? Tuscan Lakes SF-50-3-2.
Mr. McKillip seconded the motion.
The motion to approve was adopted by a vote of 8-0-0.
E.
Consider and take action on
a Preliminary Plat ? Marbella Isla Vista Drive Street Dedication, generally
location south of League City Parkway (State Highway 96) and west of State
Highway 146.

Shawn Vaughn, Senior Planner restated the staff report
for both agenda items IV. B and IV. C.
Ms. Vaughn informed the
Commission that the Preliminary Plat ?
Marbella Isla Vista Drive Street Dedication
is for the dedication of approximately 2.0 acres of previously unplatted
property for a proposed right of way extending south from League City Parkway
approximately 967 linear feet through the League City extraterritorial
jurisdiction.
Ms.
Vaughn further informed the Commission that the Preliminary Plat ? Marbella
Section 11B is for the subdivision of
approximately 17.5 acres of previously unplatted property for 60 single-family
lots and 4 restricted reserves for landscape amenities, detention facilities
and HOA parkland. The average lot size will be approximately 11,300 square feet
in size.
Mr. Koonce made a motion to approve Preliminary Plat ?
Marbella Isla Vista Drive Street Dedication and Preliminary Plat ? Marbella
Section 11B.
Mr.
Froeschner seconded the motion.
The
motion to approve was adopted by a vote of 8-0-0.

Mr. Morrison informed the Commission that the request
is to rezone a total of 7.4 acres from
?CG? (General Commercial) to ?CN? (Neighborhood Commercial) on seven separate
tracts located directly adjacent to one another, all fronting on 7th
Street.
Mr. Morrison further informed the Commission that the property has been zoned General Commercial (?CG?)
since 1999. The property has also been within the Residential Neighborhood
Conversation (RNC) Overlay since 2005.
Mr. Morrison stated that on May 22, 2012, City Council
approved amendments to the RNC with the condition that staff starts the
rezoning process on the subject property.
Mr. Morrison further stated that on June 11, 2012,
staff conducted a neighborhood meeting to answer questions regarding the zoning
change and provided the next steps in the process.

report for this item.
Special Use Permit to construct, operate and maintain
an 18-inch-wide pipeline for approximately 18.7 miles from the Exxon Storage
facility in Webster to the Marathon Plant in Texas City with approximately 3.1
miles of it being located within the City of League City.
The pipeline will transport raw, unrefined sweet crude
oil with ?other hydrocarbons?, or oil with other trace elements, to be refined
at a facility in Texas City. See Attachment #5. The applicant indicates the
pipeline can transport approximately 300,000 barrels per day in which flow will
vary from approximately 6,000 to 12,000 barrels per hour at a pressure not to
exceed 1480 PSIG (Pounds Per Square inch Gauge). In addition, the pipeline will
have an epoxy coating along with cathodic protection to prevent corrosion. A
valve station will be located on a 10-foot-wide by 25-foot-long pad site
approximately 200 feet north of West Walker Street, directly adjacent to the
high power transmission towers within the corridor. The applicant indicates construction
in League City would begin in the fourth quarter of 2012 and anticipated to be
placed in service during the second quarter of 2013. It
should be noted that the applicant will be requesting a variance from Chapter
42.383(c) with regards to casing pipelines that fall under city right-of-way.
The applicant has stated they plan to install a thicker walled pipe at a depth
greater than the 7-foot cover requirement for crossings. This variance is
schedule for Council?s consideration at the August 14th meeting;
however the outcome of the requested variance should not have a bearing on the
Planning and Zoning Commission?s recommendation of the SUP.
Mr. Hullman asked if there were would be noise impacts
to the neighborhood to the east of the proposed location.
Randy Perry, Right-of-Way agent stated that there will
not be any noise impacts.
Mr. Hullman further asked if there were measures to
prevent neighborhood children from tampering with the valves.
The applicant informed the Commission that there are unique
locks for the valves that would prevent tampering.
Mr. Hullman opened the public hearing at 7:13pm.

education
The applicant?s Emergency Coordinator stated that
there is a control center that monitors the pipeline 24 hours a day. She
further informed the Commission in event of an issue with the pipeline there
are employees who live within the City who can respond immediately.
The Emergency Coordinator further informed the
Commission that the pipeline company provides an education pamphlet to the
residents surrounding the pipeline location.
Mr. Hamilton made a motion to
approve SUP12-02 (Genesis Pipeline) subject to staff?s potential that the Contractor must provide at least 24 Hours notice
to the Oil & Gas Coordinator prior to crossing any 24-inch or 42-inch
public water mains in support of Water Production?s request to be on-site during
these crossings and that bollards be installed around the parameter of the
valve station.
Mr. Matlock seconded the motion.
The motion to approve was adopted by a vote of 8-0-0.
