CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

Thursday September 20, 2012 at 6:00 P.M.

City Council Chambers

I.                   Call to order and Roll call of members

 

Mr. Guglielmo called the meeting to order at 6:09p.m.

II.        Approval of Minutes

B.     July 19, 2012

 

Ms. Dudney made a motion to approve the minutes of July 19, 2012.

Ms. Hall seconded the motion.

The motion passed unanimously with a vote of 4-0-1.

 

Elizabeth Schroeder arrived at 6:29pm.

 

III.       Discussion Items

A.  Receive an update and discuss the status of amendments to Chapter 56. 

Wes Morrison, City Planner introduced the Commission to Mr. Jim Dougherty, a land use attorney that has been contracted by the City to assist in revising the appropriate ordinances to ensure the preservation of the District. Mr. Daugherty and the Commission conducted a discussion of the vision the Commission would like to see and what could be legally included in any ordinance revision.  The majority of the discussion centered on recent history of the properties being removed, ideas for ensuring a standard process for amending the boundaries of the district, and possible tools for achieving the Commissions goals.  It was decided that the next step would be to develop a matrix that identifies all appropriate ordinances related to the District which identifies the overlapping regulations and contradictions.

 

B.   Receive an update and discuss the status of the Main Street Implementation Plan.

Wes Morrison, City Planner provided the Commission with an update on Main Street and the Main Street Access Management Plan.

 

C.  Receive an update and discuss the status of the drainage study for the Historic District.

Wes Morrison, City Planner reported to the Commission that a public hearing was conducted on September 19th and a provided brief update on that meeting.

 

IV.       Commissioner Comments

 

Announcements concerning items of community interest.  No action will be taken or discussed.

Several Commissioners raised concerns about sign regulation enforcement along Main Street.

 

V.        Staff Comments

 

Announcements concerning items of community interest.  No action will be taken or discussed.

 

            Staff had no comments.

 

VI.       Adjournment

 

Mr. Guglielmo adjourned the meeting at 8:10 p.m.
