A.     HDC13-01Take action on a request for a Certificate of Appropriateness for the construction of a new single-family residence on a undeveloped lot zoned “RSF-7-RNC-HC” (Single-family residential with a minimum lot size of 7,000 square feet with a Residential Neighborhood Conservation Overlay and a Historic Conservation Overlay), located at the northwest corner of Coryell and Kansas Avenue with the address 706 Coryell Street.

 

IV.             Public Hearing & Action Items

A.     HDC13-05Hold a public hearing and take action on a request for a Certificate of Appropriateness to construct a 4 foot fence on the interior of the property to screen existing mechanical equipment.  The property is zoned “CN-RNC-HC” (Neighborhood Commercial with a Residential Neighborhood Conservation Overlay and a Historic Conservation Overlay), and is located on the northeast corner of Park Ave. and E. Wilkins St. with the address of 151 Park Avenue.

 

V.                Commissioners’ Comments

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:06 pm.

II.                Approval of Minutes

A.     August 15, 2013

 

Commissioner Dudney made a motion to approve, Commissioner Ruhl seconded, motion passed 4-0-0.

 

III.             Tabled Items Subject to Recall

Mr. Almgren presented the staff report.

 

Commissioner Guglielmo raised a question about the protrusion on the right side of the front elevation.  Mr. Almgren explained that the jog is a result of the interior layout.

 

Mr. Almgren noted that most of the windows will be located on the rear elevation on in order to conserve energy.

 

Commissioner Dudney raised a question about why there were no windows on the garage doors. 

 

Mr. Morrison confirmed that the ordinance does not require windows on garage doors in the RNC-HC district because of wind storm concerns.  The applicant explained that the original plans included windows on the garage doors, but they were removed at the suggestion of the architect because of wind storm concerns. He also noted that the final garage doors have not yet been chosen. 

 

Commissioner Dudney asked if the exterior material would be HardiPlank. 

 

Mr. Almgren confirmed that all of the materials proposed in the first application will remain the same and that the exterior would be HardiPlank. 

 

Commissioner Guglielmo raised a question about the concrete driveway. 

 

The applicant noted that he is considering the possibility of using crushed granite in the driveway instead of concrete, but wants to compare the cost of each before making a decision. 

 

Commissioner Guglielmo noted that crushed granite would alleviate some of the water runoff created by a concrete driveway. 

 

Commissioner Edwards noted that the property is large enough that water runoff would be absorbed by plantings on the property. 

 

Commissioner Guglielmo asked about the width of the driveway. 

 

The applicant noted that the driveway will be only two bays wide at the property line and will widen to three bays wide at the garage.

 

Commissioner Ruhl asked if the property would be filled, the applicant note that it would. 

 

Commissioner Ruhl further commented that water conservation will be an important consideration.

 

Commissioner Edwards moved to approve the request, seconded by Commissioner Ruhl, motion passed unanimously, 4-0-0.

 

IV.              Public Hearing & Action Items

The applicant explained that the fence will be located between the two existing buildings between the covered walkway and the mechanical equipment. 

 

Commissioner Ruhl asked if the fence will be cedar. 

 

The applicant noted that the pickets would be cedar and the fence posts and stringers will be pressure treated lumber. 

 

Commissioner Guglielmo asked if the fence would be painted, the applicant indicated that it will not be pained. 

 

The property owner of the adjacent property raised a concern about the location of the fence. 

 

Ms. McMillin explained that the fence will not be located near the property line, and will therefore not affect his property. 

 

Commissioner Dudney moved to approve the request, seconded by Commissioner Ruhl, motion passed unanimously, 4-0-0.

 

V.                 Commissioner Comments

 

Commissioner Ruhl commented that he enjoyed the walking tour of the historic district last month.

 

Commissioner Guglielmo noted that someone has dumped wood and tires on the property on Kansas Ave. again.  He also raised a question about the timeline for the Neighborhood Plan.  Finally, he commented that the sidewalks on Main Street look good.

 

Commissioner Edwards asked if it would be possible to schedule a community cleanup day to clean up the property at the end of Kansas Ave.

 

VI.             Staff Comments

 

Staff had no comments.

 

VII.           Adjournment

 

Commissioner Guglielmo adjourned the meeting at 6:37 pm.
