A.     HDC 13-06Hold a public hearing and take action on a request for a Certificate of Appropriateness to relocate an existing historic house onto a vacant parcel of land on the southwest corner of 3rd St. and Kansas Ave. within the League City Historic District.  The property is zoned “RSF-7-RNC-HC” (Residential Single Family with a Residential Neighborhood Conservation Overlay and a Historic Conservation overlay).  

B.     HDC 13-07Hold a public hearing and take action on a request for a Certificate of Appropriateness to construct a carport.  The property is located on the northwest corner of 3rd Street and Colorado Avenue with the address of 620 3rd St. and is zoned “RSF-7-RNC-HC” (Residential Single Family with a Residential Neighborhood Conservation Overlay and a Historic Conservation overlay).

 

V.                Commissioners’ Comments

CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

Thursday, November 14, 2013 at 6:00 P.M.

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:21 pm.

II.                Approval of Minutes

A.     September 19, 2013

 

Commissioner Dudney made a motion to approve, Commissioner Edwards seconded, motion passed 4-0-0.

 

III.             New Business

A.     Consider and take action on the 2014 Historic District Commission meeting calendar.

 

Commissioner Edwards made a motion to approve the calendar, Commissioner Dudney seconded, motion passed 4-0-0.

 

IV.             Public Hearing & Action Items

Ms. McMillin presented the staff report.

 

The applicant, Mike Peterson of 720 2nd St. explained that Keith Cherry of Cherry Home Movers will be contracted to move the house.  He further explained that the house would be moved straight down Kansas Ave.  The upper level of the house will be detached in order to fit under the trees on Kansas Ave.  

 

The public hearing was opened at 6:30 pm.

 

Mr. Barry LaChance of 620 3rd St. stated his support for the relocation of the historic house.

 

Commissioner Dudney raised a question about the location of the driveway. 

 

The applicant explained that the driveway would be located off of 3rd St., not off of Kansas Ave.  He further stated that when the plans for the garage are finalized, they would return for an additional Certificate of Appropriateness for the garage structure. 

 

Jeanine Henderson of 720 3rd St. stated her excitement about the proposed relocation of the home.

 

The public hearing was closed at 6:34 pm.

 

Commissioner Guglielmo raised a question about whether the asbestos siding should be removed before or after the home is relocated. 

 

The applicant explained that it was recommended by the City’s Building Department that the asbestos remain on the house until after it is moved.

 

Mr. Morrison reviewed the list of conditions included in the staff report. 

 

The applicant indicated that they are aware of and agree to the conditions in the staff report. 

 

Commissioner Schroder moved to approve the Certificate of Appropriateness with stipulations included in the staff report, seconded by Commissioner Edwards, motion passed unanimously, 4-0-0.

 

B.     HDC 13-07Hold a public hearing and take action on a request for a Certificate of Appropriateness to construct a carport.  The property is located on the northwest corner of 3rd Street and Colorado Avenue with the address of 620 3rd St. and is zoned “RSF-7-RNC-HC” (Residential Single Family with a Residential Neighborhood Conservation Overlay and a Historic Conservation overlay).

 

Ms. McMillin presented the staff report.    

 

The applicant, Mr. Barry LaChance, explained that the proposed carport will be attached to the existing garage and would be designed to match the other structures on the property with similar brackets and architectural details.  He further explained that the fish scale shingles on the existing house are no longer available, so the carport would have a standing seam metal roof in either red or green.

 

Commissioner Schroder questioned whether the proposed carport would have all of the same details as the existing house. 

 

The applicant confirmed that it would. 

 

The public hearing was opened at 6:42 pm.

 

The public hearing was closed at 6:43 pm.

 

Commissioner Edwards moved to approve the request, seconded by Commissioner Schroder, motion passed unanimously, 4-0-0.

 

V.                Commissioner Comments

Commissioner Schroder expressed her excitement about both of the projects that were approved.  Commissioner Dudney concurred, and stated that she thought both projects would benefit the Historic District and the City as a whole.

 

Commissioner Dudney also mentioned that the Historic Homes Tour would be held on December 14th from 10:00am-5:00pm.

 

Commissioner Guglielmo expressed that he felt both of these projects would improve the quality of life within the neighborhood. 

 

Commissioner Dudney stated that she was pleased to see such a good turnout for the Historic District Commission meeting. 

 

VI.             Staff Comments

Staff had no comments.

 

VII.          Adjournment

Commissioner Schroder made a motion to adjourn the meeting, seconded by Commissioner Guglielmo, motion passed unanimously, 4-0-0.

 

Meeting was adjourned at 6:46 pm.
