I.                   Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Landon called the meeting to order at 6:00 p.m.

II.                Approval of Minutes

A.     July 15, 2013

 

Mr. McKillip made a motion to approve the minutes of the July 15th meeting.

 

Mr. Turner seconded the motion.

 

The motion to approve was adopted by a vote of 6-0-0.

 

III.             Public Hearings and Action Items from Public Hearings

A.     Hold public hearings and take action on amendments to Chapter 125 of the Code of Ordinances specifically Section 125-8 (Vested Rights).

 

Wes Morrison, City Planner requested that this item remains tabled.

 

IV.             Public Hearings and Action Items from Public Hearings

A.     Hold a public hearing and take action on a Replat – Victory Lakes Commercial Section 1, Lot D-7D, out of the Victory Lakes Commercial Section 1 subdivision, generally located north of Victory Lakes Drive, east of I-45 Highway, and west of Walker Street.

 

Mark Linenschmidt, Senior Planner restated the staff report for this item.

 

Mr. Linenschmidt informed the Commission that the application is to subdivide 1.84 acres out of a previously recorded plat, Victory Lakes Commercial Section 1, being 82.78 when originally recorded.

 

Mr. Linenschmidt further informed the Commission that the purpose of the replat is to subdivide the property for a proposed eating and drinking establishment, a proposed Quaker Steak and Lube, an automotive themed restaurant.

 

Mr. Linenschmidt added that a public hearing is being held because it is required by state law when further subdividing a platted property.

                                                                            

Mr. Landon opened the public hearing at 6:08pm.

 

With no individuals to come forward Mr. Landon closed the public hearing at 6:09pm.

 

Mr. Matlock made a motion to approve Replat – Victory Lakes Commercial Section 1, Lot D-7D.

 

Mr. Froeschner seconded the motion.

 

The motion to approve was adopted by a vote of 6-0-0.

 

V.                New Business

A.     Consider and take action on a Preliminary/Final Plat – Tuscan Village Drive Extension, generally located south of League City Parkway, west of FM 270, and east of Dickinson Avenue. 

 

Karl Almgren, Planner restated the staff report for this item.

 

Mr. Almgren informed the Commission that the application is for the dedication of 0.69 acres of previously unplatted property for a proposed right-of-way extending south from League City Parkway approximately 348 linear feet for access to Eastern Regional Park. 

 

Mr. Froeschner made a motion to approve Preliminary/Final Plat – Tuscan Village Drive Extension.

 

Mr. Turner seconded the motion.

 

The motion to approve was adopted by a vote of 6-0-0.

 

B.     Consider and take action on a Preliminary/Final Plat – Hidden Lakes, Section 6, Phase I, generally located south of League City Parkway, east of South Shore Boulevard.

 

Chantell Hypolite, Planner restated the staff report for this item.

 

Ms. Hypolite stated that there was an error on the agenda. Ms. Hypolite indicated that the plat type was a preliminary plat rather than a preliminary/final plat.

 

Ms. Hypolite informed the Commission that the application is for the subdivision of 12.9 acres of previously unplatted property to create 42 single-family lots and 3 restricted reserve for landscape amenities.

 

C.     Consider and take action on a Preliminary Plat – Hidden Lakes, Section 7, Phase I, generally located south of League City Parkway, east of South Shore Boulevard.

 

Chantell Hypolite, Planner restated the staff report for this item.

 

Ms. Hypolite informed the Commission that the application is for the subdivision of 39.2 acres of previously unplatted property to create 57 single-family lots and 7 restricted reserve for landscape amenities.

 

D.     Consider and take action on a Preliminary Plat – Hidden Lakes, Section 8, Phase I, generally located south of League City Parkway, east of South Shore Boulevard. 

 

Chantell Hypolite, Planner restated the staff report for this item.

 

Ms. Hypolite informed the Commission that the application is for the subdivision of 19.8 acres of previously unplatted property to create 43 single-family lots and 2 restricted reserve for landscape amenities.

 

Mr. McKillip made a motion to approve Preliminary Plat – Hidden Lakes, Section 6, Phase I, Preliminary Plat – Hidden Lakes, Section 7, Phase I and Preliminary Plat – Hidden Lakes, Section 8, Phase I.

 

Mr. Turner seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

E.     Consider and take action on a Preliminary Plat – Hidden Lakes, Street Dedication, generally located south of League City Parkway, east of South Shore Boulevard. 

 

Chantell Hypolite, Planner restated the staff report for this item.

 

Ms. Hypolite informed the Commission that the application is for the subdivision of 5.6 acres of previously unplatted property to create 22 single-family lots and 1 restricted reserve for landscape amenities.

 

Mr. Matlock made a motion to approve Preliminary Plat – Hidden Lakes, Section 8, Phase I.

 

Ms. Harding seconded the motion.

 

The motion was adopted by a vote of 6-0-0.

 

VI.             Staff Comments

Wes Morrison, City Planner informed the Commission that there were a total of 683 homes permitted through July 31st in comparison to the 449 that were permitted at this time last year.  

 

Mark Linenschimdt added that Denbury Pipeline Company is proposing a pipeline alignment near the Cedar Landing Subdivision.

 

VII.          Adjournment

Mr. Landon adjourned the meeting at 6:31 pm.
