A.     HDC13-02Continue a public hearing and take action on a request for a Certificate of Appropriateness regarding construction of a new structure for the purposes of training first responders. The property is zoned “PS-RNC-HC” (Public Semi-Public with a Residential Neighborhood Conservation Overlay and a Historic Conservation Overlay), located east of Kansas Avenue across from the Township Subdivision with the address of 911 Kansas Avenue.

 

B.     HDC13-04Hold a public hearing and take action on a request for a Certificate of Appropriateness regarding façade improvements and routine repairs to the exterior of the building.  The property is zoned “CN-RNC-HC” (Neighborhood Commercial with a Residential Neighborhood Conservation Overlay and a Historic Conservation overlay), located on the south side of East Main Street east of Iowa, with the address of 921 East Main Street.

 

IV.             Discussion Items

A. Receive a briefing from staff and discuss proposed Creekside District neighborhood plan and draft Design Guidelines.

 

V.                Commissioner Comments

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:12 pm.

II.                Approval of Minutes

A.     July 18, 2013

 

Commissioner Dudney made a motion to approve, Commissioner Edwards seconded, motion passed 4-0-0.

The public hearing was opened at 6:13 pm

 

Ms. McMillin presented the staff report.

 

Mr. Daniel Gibbs, District Fire Chief, and Mr. John Lothrop, Assistant Director of Engineering, provided additional information as requested by the Commission.

 

Commissioner Guglielmo noted concern about the selection of plantings indicated in the application.  He requested that the Commission be given the opportunity to discuss the choice of plantings with the City Arborist.

 

Mr. Lothrop noted that the building is an industrial use, and given the value engineering aspect of the project, it is as attractive as possible. 

 

Mr. Gibbs noted that the existing fire training center is unsafe to train in, which is why it is being replaced.  The new building will be state of the art and will play a critical role in training fire fighters.

 

Commissioner Dudney suggested that the color of the proposed building be changed, possibly to dark green.  She also noted concern regarding the height of the structure.

 

Mr. Gibbs explained that the height of the building is necessary in order for first responders to practice repelling down the side of the building. 

 

The public hearing was closed at 6:41 pm.

 

Commissioner Edwards moved to approve the request, seconded by Commissioner Dudney, motion passed unanimously, 4-0-0.

Ms. McMillin presented the staff report. Mr. Morrison noted that the application is part of the City’s Façade Grant Program.  The applicant, Ms. Gaylynne Wenzel provided additional information as requested by the Commission. 

 

Ms. Wenzel noted that, in addition to the hackberry tree, two palm trees will be removed and the stumps will be ground down.  She also noted that she has been in touch with Mr. Wright, Director of Engineering, and the portion of the sidewalk in front of the property is on hold due to concern about the wellbeing of the oak trees. 

 

The public hearing was closed at 6:58 pm.

 

Commissioner Edwards moved to approve the request, seconded by Commissioner Dudney, motion passed unanimously, 4-0-0.

 

IV.              Discussion Items

A.     Receive a briefing from staff and discuss proposed Creekside District neighborhood plan and draft Design Guidelines.

 

Mr. Morrison presented the Historic District Neighborhood Plan Outline to the Commission.

 

Commissioner Dudney indicated a concern about the name “Creekside” for the District, noting that there is already a Creekside subdivision.  It was mentioned that referring to the area as the League City Historic District may cause confusion if other historic districts were to be added in the future.

 

Commissioner Dudney raised a question about whether the Marshall Addition and/or Walter Hall Park should be included in the Neighborhood Plan.

 

Mr. Morrison noted that the next steps for the Neighborhood Plan would include holding a larger public meeting or neighborhood workshop within the district to solicit community input.

 

V.                 Commissioner Comments

Commissioner Schroder commented that the sidewalks on Main Street look great.  She also commented that a buffer between the sidewalk and the street would be ideal. 

 

Mr. Morrison noted that the sidewalks have been located adjacent to the street in order to have as little an impact on the trees as possible.

 

Commissioner Schroder commented that the area at the end of Kansas Ave. near the cemetery by Clear Creek could be cleaned up and would be a beautiful place from which to view the creek.  It would be an inexpensive project that would have a tremendous impact. 

 

Commissioner Guglielmo noted that such a project would be a good opportunity for a volunteer project and would get people involved in the neighborhood.

 

VI.              Staff Comments

Mr. Morrison reminded the Commission that there will be a walking tour of the Historic District on August 24, 2013 at 8:30am. 

 

VII.           Adjournment

Commissioner Schroder moved to adjourn the meeting, seconded by Commissioner Edwards, motion passes unanimously with a vote of 4-0-0.
