A.    HDC 13-08Hold a public hearing and take action on a request for a Certificate of Appropriateness to install four garage doors on the southwest elevation of Walding Station (formerly Perkins Station).  The property is located on the northeast corner of East Main Street and Perkins Avenue with the address of 100 Perkins Ave. and is zoned “CN-RNC-HC” (Neighborhood Commercial with a Residential Neighborhood Conservation Overlay and a Historic Conservation overlay).

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:02 pm.

II.                Approval of Minutes

A.     November 14, 2013

 

Commissioner Dudney made a motion to approve.Commissioner Edwards seconded, motion passed 7-0-0.

 

III.             New Business

A.    Elect Chairperson for the 2014 calendar year.

Commissioner Edwards nominated Commissioner Guglielmo, Commissioner Dudney seconded, motion passed 6-0-1 with Commissioner Guglielmo abstaining.

 

B.     Elect Vice-Chairperson for the 2014 calendar year.

 

Commissioner McDougal volunteered to serve as Vice-Chair.  Commissioner Edwards also volunteered.  Commissioner Schroeder nominated Commissioner Edwards.  Commissioner McDougal withdrew her self-nomination.  Motion to approve Commissioner Edwards as Vice-Chair passed 6-0-1 with Commissioner Edwards abstaining.

 

IV.              Public Hearing & Action Items

A. Ms. McMillin presented the staff report.

 

Mr. Allender commented that Walding Station is now fully leased.  He further explained that the confectionary will serve coffee, sell antiques, and will have wireless internet access.

 

Commissioner Ruhl raised a question about the possibility of a train, and noted his concern regarding the whistle that a train might have.

 

Commissioner Dudney questioned why the proposed doors are as tall as they are.  Mr. Allender explained that the height of the doors is based upon the height of the antique cars and trucks that the owner intends to store inside the building. 

 

Commissioner Edwards commented that the doors improve the appearance of the exterior of Walding Station facing Perkins Ave.

 

Commissioner Guglielmo questioned why the windows in the proposed doors do not match the windows on the elevation drawing.  Mr. Allender explained that the arched windows mirror the shape of the archways in the building.

 

Commissioner Dudney raised a question about how many vehicles will be stored within the building.  Mr. Allender explained that there are currently approximately four to six vehicles being stored inside.

 

The public hearing was opened at 6:19 pm.

Commissioner Dudney moved to approve the Certificate of Appropriateness, seconded by Commissioner Edwards, motion passed unanimously, 7-0-0.

 

V.                 Commissioner Comments

Commissioner Dudney mentioned that there will be a Red Tailed Hawk release at the Dudney Nature Park on Saturday at 9:30am. 

 

Commissioner McDougal introduced herself as a historic preservation consultant.  She explained that she has a Master’s degree in Historic Preservation from the University of Texas and works as a consultant for several cities in Texas.

 

Commissioner Calkins introduced himself and explained that he was born in League City and now lives in his grandmother’s house in the Historic District. 

 

Commissioner Guglielmo commented that he would like to see continued enforcement of the speed limits within the Historic District.  He also commented that he would like to organize a walking tour within the District to help create a pedestrian presence within the District.  Finally, he mentioned that he would like to see a safer crosswalk at Park Ave. and Main Street. 

 

VI.       Staff Comments

Staff had no comments.
