CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:02 pm.

II.                Approval of Minutes

A.     January 16, 2014

Commissioner Dudney made a motion to approve the minutes, Commissioner Calkins seconded, motion passed 5-0-0.

III.               Public Hearings & Action Items

A.           HDC 14-01Hold a public hearing and take action on a request for a Certificate of Appropriateness to modify the elevation of Walding Station (formerly Perkins Station), located on the northeast corner of East Main Street and Perkins Avenue, commonly known as 100 Perkins Ave.

Ms. McMillin presented the staff report. 

Commissioner Guglielmo opened the public hearing at 6:03pm.

The applicant, Mr. Gary Walding, explained that the space in question would be used as an accounting office.

Commissioner Calkins raised a concern about the amount of available parking on the site.  Mr. Walding noted that there are 110 parking spots on the site.

Commissioner Dudney raised a question about whether one of the doors on the elevation facing Perkins Avenue would remain.  Mr. Walding noted that it would. 

Commissioner McDougal questioned whether the property was a contributing resource.  Ms. McMillin noted that it is a noncontributing building and was constructed in 2003. 

Mr. Jay Ewen noted that he is excited for Mr. Walding to become a part of the Main Street Merchants? Association. 

Mr. Stephen Hetico commended Mr. Walding for his efforts to improve Walding Station.

The public hearing was closed at 6:09pm.

Commissioner Dudney made a motion to approve the Certificate of Appropriateness as presented, Commissioner Edwards seconded, motion passed 5-0-0.

 

B.                 HDC 14-02Hold a public hearing and take action on a request for a Certificate of Appropriateness to construct a new single family residence located on the southwest corner of Michigan Avenue and Coryell Street, commonly known as 443 Michigan Avenue.

Commissioner Edwards arrived to the meeting at 6:10pm.

Ms. McMillin presented the staff report.

Commissioner McDougal questioned whether the revised request complies with the requirements of the RNC overlay district.  Ms. McMillin noted that it does.

Commissioner Guglielmo raised a question about the material of the driveway.  Ms. McMillin noted that the driveway will be asphalt. 

Commissioner Guglielmo questioned whether the driveway will cross the existing drainage ditch.  The applicant, Mr. Charles Jones, explained that the driveway would cross the ditch, but that there would be a culvert under the driveway.  He further noted that the original request was for two driveways, but that the request had been revised to reflect only one driveway.

Commissioner Guglielmo asked if the driveway and culvert have been approved by the City?s Engineering Department.  Mr. Morrison noted that the location of the proposed driveway has been approved by the Engineering Department, but that the applicant would have to get approval for the culvert subsequent to obtaining a Certificate of Appropriateness from the Commission.

Commissioner Guglielmo questioned the proposed transparency requirement for the garage wall.  Ms. McMillin noted that the applicant has proposed installing garage doors with windows on the first and second tier of the garage doors in order to meet the 15% transparency requirement for garage walls. 

Commissioner Guglielmo questioned what is located behind the site.  Mr. Jones explained that there is a tree and an existing shed in the back of the site, but the shed will be removed.  Mr. Morrison noted that the distance between the back of the house and the rear lot line would be 49 feet.

Commissioner Guglielmo questioned whether there is a transparency requirement for elevations that do not face a street.  Mr. Morrison noted that the transparency requirement refers only to elevations which face a street.

Commissioner Guglielmo asked what the pitch of the proposed roof is.  Mr. Morrison noted that the plans indicate a 6:12 pitch, while the roof over the garage will have a 4:12 pitch.

Mr. Hendershot questioned the proposed material of the trim house.  Mr. Jones commented that the proposed material will be AZEK trim, which is similar to HardiPlank, but made by a different manufacturer. 

Mr. Hendershot commented that while the proposed design meets the requirements of the ordinance, a gable roof over the garage instead of a shed roof would be more aesthetically pleasing.  He further explained that if the pitch of the roof was turned perpendicularly to the rest of the house, it would break up the massing of the wall.

Commissioner McDougal noted that the proposed design meets the minimum requirements of the design guidelines and zoning ordinance, and questioned whether it is within the Commission?s purview to request changes to the design.

Mr. Morrison noted that it is within the Commissions purview to suggest changes, but not to require them.

Commissioner Guglielmo asked the applicant if he would be open to modifying the design of the roof over the garage.  He noted that he would be open to modifying it.  Mr. Jones further noted that changing the design of the roof to a gable would reduce the cost of construction.

Commissioner Guglielmo opened the public hearing at 6:25pm.

The public hearing was closed at 6:25pm.

Commissioner Edwards made a motion to approve the Certificate of Appropriateness with the condition that the roofline over the garage be changed to a gable instead of a shed roof.  Commissioner Schroeder seconded, motion passed 6-0-0.

 

C.               HDC 14-03Hold a public hearing and take action on a request for a Certificate of Appropriateness to construct a small accessory structure located on the southeast corner of Michigan Avenue and Coryell Street, commonly known as 603 Coryell Street.

Ms. McMillin presented the staff report.

Commissioner McDougal questioned whether the gambrel roof was intended to allow room for a second story loft within the shed.  Ms. Antrobus, the applicant, noted that it was. 

Commissioner Edwards asked if the applicant planned to paint the shed to match the existing house.  The applicant explained that the shed would match the house. 

Commissioner McDougal noted that a gambrel roof is not a permitted roof shape according to the Design Guidelines.  She then presented images of prefabricated sheds with rooflines that would comply with the City?s design guidelines for the applicant to consider.  

Commissioner Guglielmo questioned why the shed was proposed to be so close to the front of the property.  Ms. Antrobus explained that the location for the shed was chosen because of its proximity to the existing driveway.  Commissioner Guglielmo questioned whether it would be possible to relocate the shed further away from the street.  The applicant indicated that the proposed location is preferred in order to access it from the driveway.  Commissioner Guglielmo noted that the proposed location of the shed meets the setback requirements. 

Commissioner Guglielmo asked if the applicant would be open to installing one of the shed designs suggested by Commissioner McDougal.  Ms. Antrobus noted that she would be willing to choose a shed similar to the ones that were suggested. 

Commissioner Guglielmo opened the public hearing at 6:36pm.

The public hearing was closed at 6:36pm.

Commissioner Edwards made a motion to approve the Certificate of Appropriateness with the condition that the shed be in keeping with the style of shed exhibited by Commissioner McDougal. Commissioner Dudney seconded, motion passed 6-0-0.

IV.              Commissioner Comments

A.     Commissioner McDougal commented that the commission should develop a relationship with the League City Historical Society.  She also noted that she has joined the Historical Society and would be giving a presentation about Mid-Century Modern architecture next month.  She also commented that the State of Texas has recently passed a historic tax credit for income producing properties. 

 

B.     Commissioner Schroeder commented that it is exciting to see so much activity happening in the Historic District. 

 

C.     Commissioner Edwards also commented that she would like to see the Commission continue to work to improve the Historic District as a destination.

 

D.     Commissioner Guglielmo commented that it is good to see that the properties that were for sale in the District have all been sold. 

 

E.     Commissioner Dudney commented that she would like to see a community cleanup day planned to encourage homeowners to clean up their property. 

 

IV.       Staff Comments

A.     Mr. Morrison noted that staff will be planning to hold a Workshop next month to discuss creating an Annual Action Plan.  The anticipated date for the workshop is March 13th

B.     Mr. Morrison also commented that the Director of Planning and Development has resigned, and his last day will be Friday, February 21st.

V.                 Adjournment

Commissioner McDougal made a motion to adjourn.  The meeting was adjourned at 6:45 pm.
