CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

Thursday, March 20, 2014 at 6:00 P.M.

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:15 pm.

II.                Approval of Minutes

A.     February 20, 2014

 

Commissioner McDougal made a motion to approve the minutes, Commissioner Schroeder seconded, motion passed 4-0-0.

III.             Public Hearings & Action Items

A.     HDC14-04Hold a public hearing and take action on a request for a Certificate of Appropriateness to relocate an existing house onto the property at 317 2nd Street, located on the southeast corner of Colorado Avenue and 2nd Street.

 

Ms. McMillin presented the staff report.  She also explained that the applicant has requested approval for a different structure that was not included in the staff report. 

 

Mr. Morrison further explained that the applicant would prefer to relocate the building presented in the staff report.  However, if that structure is no longer available for purchase, or if the Commission finds that the house presented in the staff report is not appropriate, there is a second option available.

 

The applicant, Mr. Danny Holmes, explained that he plans to purchase a home from Cherry home Movers to relocate onto his property.  However, the price of the house that was presented in the staff report has increased by $10,000, which is why he has presented the second option.  He also asked if the Commission would be willing to approve the first option, and if it’s no longer available, also give permission for the second house.  He explained that the size of both houses is comparable, so locating the second house on the site should not be a concern.  He farther noted that the proposed site was once the location of a quadplex which measured 24 feet by 52 feet.

 

Commissioner Guglielmo opened the public hearing at 6:23 pm.

 

Mr. Ronnie Richards of Butler’s Courtyard stated that he owns the property on the southwest corner of Colorado Ave. and 2nd St., which is directly across the street from the proposed site.  He commented that he has no concern with relocating a historic house onto the proposed site, but that he felt the house presented in the staff report was inappropriate in that location.  He expressed a concern that the house presented in the staff report may negatively impact property values in the area, and that the second house option would be a better fit in the neighborhood.

 

Mr. Dave Hickey reiterated the comments made by Mr. Richards, and noted his concern that the house presented in the staff report does not fit in with the neighborhood.

 

Mr. Holmes stated that he agreed with the comments made and would be willing to locate a house that is more appropriate for the historic district, perhaps from The Heights neighborhood in Houston.  He further commented that historic houses that are in good condition often sell quickly and are therefore hard to secure, but that he would try to find a house that is appropriate.

 

Commissioner Guglielmo questioned what type of foundation the proposed house would have.  Ms. McMillin stated that the house would have a pier and beam foundation, but would not be raised on stilts. 

 

The public hearing was closed at 6:29 pm.

 

Mr. Morrison suggested that the Commission nominate one or two Commissioners to work with staff to help the applicant select an appropriate house to locate into the historic district.  Commissioner McDougal agreed that this would be a good solution.

 

Commissioner Schroeder questioned whether the second option would need to have a porch.  Ms. McMillin stated that the ordinance requires new construction to have a front porch.

 

Commissioner Guglielmo asked why a residential structure is permitted within a commercial zoning district.  Mr. Morrison explained that the –RNC overlay allows residential uses within the Neighborhood Commercial zoning district.  He also stated that it is not uncommon within the historic district for properties to have two different uses on the same lot. 

 

Commissioner McDougal questioned whether the Design Guidelines address the treatment of foundation skirting.  Ms. McMillin confirmed that the Design Guidelines do not address skirting.

 

Commissioner Guglielmo questioned whether the setback requirements for the Neighborhood Commercial lot are different that the requirements for residential.  Ms. McMillin stated that the setback requirements are the same for Neighborhood Commercial and Residential in the Historic District.

 

Mr. Hendershot questioned which street the house would face.  Ms. McMillin stated that the house will face Colorado Avenue. 

 

Mr. Hendershot stated that when a house is chosen, it should have horizontal siding rather than vertically oriented siding.

 

Commissioner McDougal made a motion to approve the site plan as presented in the staff report with the relocation of the second house presented, if available.  Should the second house no longer be available, Commissioner McDougal moved that two Commissioners be appointed to work with staff to administratively approve an appropriate infill house on the lot.

 

Commissioner Calkins questioned whether there should be a stipulation to include a porch.  Mr. Morrison stated that the ordinance requires a porch.  However, the Commission has the authority to approve the house without a porch.

 

Commissioner McDougal stated that the style of house presented at the meeting did not traditionally include a porch and that adding a porch to this particular house would be inappropriate.  Mr. Morrison stated that the Commission could move to approve the house presented tonight without a porch and allow the committee appointed to work with staff to make the decision about a porch for a different house.

 

Commissioner Calkins seconded the motion. 

 

Commissioner Guglielmo suggested that Mr. Hendershot be one of the people on the committee. 

 

Ms. McDougal stated that she would like to be the other person on the committee.  The Commission agreed that Mr. Hendershot and Ms. McDougal would be appointed to the committee.

 

Motion passed 4-0-0. 

 

IV.              Commissioner Comments

A.     Commissioner Hendershot commented that the workshop last month was helpful, and that he hopes the Commission will move forward with the work plan. 

 

B.     Commissioner McDougal stated that she will be giving a presentation on Mid-Century Modern Architecture at the League City Historical Society on Thursday, April 27th at 7:00 pm.

 

C.     Commissioner Schroeder stated that she is very happy with the direction the neighborhood and the Commission are taking and that is invigorating to have goals for the Commission.

 

D.     Commissioner Guglielmo stated that he appreciated the workshop.  He also stated that there is a pedestrian hazard on the northeast Park Ave. and Main St. where there is a concrete foundation for a pole that has been removed. 

 

V.                 Staff Comments

Staff had no comments.

 

VI.              Adjournment
