A.                 Hold a public hearing and take action on a Replat – Clear Creek Crossing, Reserves H-1, H-2, I-1, J-1, being a second replat of the Clear Creek Crossing Subdivision as recorded in Volume 18, Page 70 of the Galveston County Map Records, generally located  north of Wesley Drive, south of Clear Creek, and east of Interstate 45 Highway.

A.                 Consider and take action on a Master Plan Revision - Victory Lakes, Section 7, generally north of FM 646, south of League City Parkway, east of Walker Street and west of State Highway 3.

B.                 Consider and take action on a Preliminary Plat - Victory Lakes, Section 7A, generally north of FM 646, south of League City Parkway, east of Walker Street and west of State Highway 3.

C.                 Consider and take action on a Final Plat – Whispering Oaks, Phase I, generally located south of Beaumont Street and west of Bauer Avenue.

CITY OF LEAGUE CITY

PLANNING AND ZONING COMMISSION

REGULAR SESSION

MONDAY, April 21, 2014 at 6:00 P.M.

I.                   Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Froeschner called the meeting to order at 6:00 p.m.

*Mr. Dugie arrived to the meeting at 6:03pm.

II.                Approval of Minutes

                       A.                  April 7, 2014

 

Ms. Prokhorov made a motion to amend the minutes to reflect the correct spelling of her first name.

Mr. Wicker seconded the motion.

The motion to approve was adopted by a vote of 5-0-0.

III.       Public Hearings and Action Items from Public Hearings

A.                Hold a public hearing and take action on a Replat – Clear Creek Crossing, Reserves H-1, H-2, I-1, J-1, being a second replat of the Clear Creek Crossing Subdivision as recorded in Volume 18, Page 70 of the Galveston County Map Records, generally located  north of Wesley Drive, south of Clear Creek, and east of Interstate 45 Highway.

 

Mark Linenschmidt, Interim City Planner, restated the staff report for this item.

 

Mr. Froeschner opened the public hearing at 6:02 pm.

 

Mr. Froeschner closed the public hearing at 6:02 pm with no individuals to come forward.

 

A discussion was held regarding proposed development within the flood plain.

 

Ms. Harding made a motion to approve the replat. 

 

Mr. Wicker seconded the motion.

 

The motion to approve was adopted by a vote of 5-1-0 with Ms. Prokhorov opposed.

 

IV.        New Business

A.                      Consider and take action on a Master Plan Revision - Victory Lakes, Section 7, generally north of FM 646, south of League City Parkway, east of Walker Street and west of State Highway 3.

 

B.                       Consider and take action on a Preliminary Plat - Victory Lakes, Section 7A, generally north of FM 646, south of League City Parkway, east of Walker Street and west of State Highway 3.

 

Mark Linenschmidt, Interim City Planner, restated the staff report for these items together.

 

Mr. Linenschmidt informed the Commission that both of these applications relate to the same development.

 

Mr. Linenschmidt stated that Victory Lakes is an undocumented PUD.  The preliminary plat consists of 38 residential lots and 8 restricted reserves.  He also stated that no parks fees are required. 

 

Mr. Linenschmidt further stated that the tree disposition plan meets all City requirements. 

 

A discussion was held regarding the current zoning of the property.  It was determined that the property is currently zoned “RSF-10” (Residential Single Family with a minimum lot size of 10,000 sq. ft.).

 

Mr. Dugie made a motion to approve both items.

 

Mr. Hamilton seconded the motion.

 

The motion to approve the Master Plan Revision – Victory Lakes, Section 7 and Preliminary Plat – Victory Lakes, Section 7A passed by a vote of 6-0-0.

 

C.                       Consider and take action on a Final Plat – Whispering Oaks, Phase I, generally located south of Beaumont Street and west of Bauer Avenue.

 

Ryan Granata, Senior Planner, restated the staff report for this item.

 

Mr. Granata informed the Commission that the application is for a final plat to subdivide 3.23 acres into 6 large residential lots.  He further stated that the proposed final plat conforms to the approved preliminary plat. 

 

Ms. Hamilton made a motion to approve the Final Plat – Whispering Oaks, Phase I.

 

Ms. Harding seconded the motion.

 

The motion to approve passed by a vote of 6-0-0.

 

VI.     Staff Comments

A.                       Mr. Linenschmidt briefed the Commission on the outcome of recent cases that have been approved by City Council. 

 

VII.     Adjournment

 

Mr. Froeschner adjourned the meeting at 6:21 pm.
