A.        Hold a public hearing and make a recommendation to City Council on Zone Change Application, Z14-03 (Brittany Estates), a request to rezone to rezone approximately 38.2 acres from “CO” (Office Commercial) and “PS” (Public/Semi-Public) to “CG” (General Commercial), legally described as a portion of Unrestricted Reserves A, C and D of the Brittany Bay Park Section I and Reserve B of the Brittany Bay Park Section II Subdivisions, generally located north and south of League City Parkway, east of Hobbs Road and west of Butler Road, with the approximate address being in the 1700 to 1900 block of League City Parkway in League City, Texas.

 

IV.              Tabled & Subject to Recall

A.                 Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, SUP14-02 (Cash Money Towing), to operate a vehicle towing and storage facility on approximately 4.3 acres of property zoned “CG" (General Commercial) with the address of 3099 Columbia Memorial Parkway, generally located north of League City Parkway on the east side of Columbia Memorial Parkway. (PUBLIC HEARING HAS BEEN CLOSED)

 

V.                 New Business

A.                 Consider and take action on a Master/Site Development Plan – Calder I, generally located south of League City Parkway, east of Calder Road, and west of I-45 Highway.

B.                 Consider and take action on a Phased Site Plan – Village Crossing, generally located south of League City Parkway, north of Educational Village Parkway, and east of Lawrence Road.

I.                   Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Edelman called the meeting to order at 6:00 PM.

II.                Approval of Minutes

 

                       A.                  May 19, 2014

 

Doug Turner made a motion to approve the minutes from the May 5, 2014 meeting.

 

Ron Wicker seconded the motion.

 

The motion was passed by a vote of 6-0-0.

III.             Public Hearings and Action Items from Public Hearings

Paul Menzies spoke on behalf of the City of League City. 

 

Application was removed by applicant prior to this meeting and after the agenda was sent out and posted and will be resubmitted by way of the PUD process.

 

 

IV.              Tabled & Subject to Recall

A.                 Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, SUP14-02 (Cash Money Towing), to operate a vehicle towing and storage facility on approximately 4.3 acres of property zoned “CG" (General Commercial) with the address of 3099 Columbia Memorial Parkway, generally located north of League City Parkway on the east side of Columbia Memorial Parkway. (PUBLIC HEARING HAS BEEN CLOSED)

 

The Planning and Zoning Commission decided to keep the project tabled for now as not all commissioners were present with their findings.

 

V.                 New Business

A.                 Consider and take action on a Master/Site Development Plan – Calder I, generally located south of League City Parkway, east of Calder Road, and west of I-45 Highway.

 

Wallis McMillin presented for the City of League City regarding the Master/Site development Plan – Calder I. She presented information on all three phases of the development.

 

Ms. Prokhorov motioned to approve the Master Site/Development Plan – Calder I.

 

Mr. Dugie seconded the motion.

 

The motion was passed by a vote of 6-0-0.

 

B.                 Consider and take action on a Phased Site Plan – Village Crossing, generally located south of League City Parkway, north of Educational Village Parkway, and east of Lawrence Road.

 

Mark Linenschmidt present for the City of League City regarding the Phased Site Plan – Village Crossing.

 

Mr. Turner motioned to approve the Phased Site Plan – Village Crossing.

 

Mr. Wicker & Mr. Dugie seconded the motion.

 

The motion was passed by a vote of 6-0-0.

 

VI.              Staff Comments

 

Mark Linenschmidt introduced Paul Menzies, Director of Land Management for the City of League City.

 

Mark Linenschmidt gave the Planning and Zoning Commission notice that the City Attorney is recommending to remove a condition previously recommended by the Planning and Zoning Commission regarding SUP14-01 (AT&T Mobility).

 

Mark Linenschmidt informed the Planning and Zoning Commission that a workshop date has been set for June 18, 2014 at 6:00 PM at the Civic Center, and that a meal will be provided for the workshop attendees and to please let him know by Friday, June 06, 2014 at 11:00 AM if they have any special dietary restrictions.

Mr. Edelman adjourned the meeting at 6:17 PM.
