II.                Tabled & Subject to Recall

A.                 Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, SUP14-02 (Cash Money Towing), to operate a vehicle towing and storage facility on approximately 4.3 acres of property zoned “CG" (General Commercial) with the address of 3099 Columbia Memorial Parkway, generally located north of League City Parkway on the east side of Columbia Memorial Parkway. (PUBLIC HEARING HAS BEEN CLOSED)

 

III.             Adjournment

SPECIAL MEETING

WEDNESDAY, June 25, 2014 at 6:00 P.M.

I.                   Call to order and Roll call of members of Planning & Zoning Commission

 

Mr. Edelman called the meeting to order at 6:00 PM.

II.                Tabled & Subject to Recall

Wallis McMillin presented for City of League City. 

 

Kimberlee Prokhorov moved to bring the issue back to the table.

 

Shane Hamilton seconded the motion.

 

A discussion was held regarding the current practices for Cash Money Towing.

 

Hank Dugie moved to approve a probationary 1 year SUP conditional upon striping the parking lot and continuing to work with staff to maintain appropriate standards for lot storage facilities.

 

Doug Turner seconded the motion.

 

A discussion was held regarding the standards for meeting the League City Police Department requirements to become on the rotation in the future.

 

Ira Bacon, owner of Cash Money Towing, spoke on behalf of Cash Money Towing.

 

A discussion was held regarding what was required by TCEQ, and who monitored surrounding bodies of water and where this property’s runoff drains to.

 

Jack Murphy spoke on behalf of the City of League City’s engineering department.

 

Hank Dugie amended his motion to state that 21 days from the date SUP is approved by council, that Cash Money Towing submits a best management policy to the City of League City and that the SUP is a probationary approval for the period of one year and with the condition that they work with staff to maintain their best practices and is subject to all six recommended conditions stated by staff.

 

Doug Turner seconded the amended motion.

 

The motion was not passed with 2-3-0.

 

Shane Hamilton motioned to deny the SUP for Cash Money Towing.

 

The motion was seconded by Doug Turner.

 

The motion passed 3-2-0.

 

 

III.    Adjournment

            Hand Dugie motioned to adjourn the special meeting.

           

            Kimberlee Prokhorov seconded the motion.
