CITY OF LEAGUE CITY

HISTORIC DISTRICT COMMISSION

REGULAR MEETING

Thursday, June 19, 2014 at 6:00 P.M.

I.                   Call to Order and Roll Call of Members

 

Chairman Guglielmo called the meeting to order at 6:02 pm.

II.                Approval of Minutes

A.     March 20, 2014

 

Commissioner Dudney made a motion to approve the minutes, Commissioner Schroeder seconded, motion passed 5-0-1 with Commissioner Ruhl abstaining.

 

III.             Public Hearings & Action Items

A.     HDC 14-05 Hold a public hearing and take action on a request for a Certificate of Appropriateness to extend an existing fence and install floodlights on the property at 621 4th Street, located on the southwest corner of Colorado Avenue and 4th Street.

 

Ms. McMillin presented the staff report.  She also explained that the Historic Design Guidelines reference the Dark Sky Initiative, which state that lighting should only be used when and where it is appropriate and in the appropriate amount. 

 

Commissioner Guglielmo opened the public hearing at 6:06 pm.

 

The applicant, Ms. Devon Miller, explained that the proposed extension of the fence would be natural wood to match the existing fence on the property.  She also explained that the reason for the request to add lighting to the property was to be able to see her small dogs.

 

Commissioner Guglielmo closed the public hearing at 6:11 pm.

 

Commissioner McDougal made a motion to approve a wooden picket fence of no more than four feet in height in a style of or similar to the fence proposed by the applicant.  Commissioner McDougal further moved to approve walkway lighting, entry way lighting with a sconce or pendant style fixture, and floodlighting on the side of the house and above the garage only, but not up-lighting for the trees.

 

Commissioner Edwards seconded, motion passed 6-0-0.

 

B.     HDC 14-06Hold a public hearing and take action on a request for a Certificate of Appropriateness to install a chicken coop on the property at 403 Kansas Avenue, located on the northwest corner of Kansas Avenue and 4th Street.

 

Ms. McMillin presented the staff report.

 

The applicant, Mr. Travis Baker, explained that the door to the proposed chicken coop will face the house and that it will house approximately 12-15 chickens, but no roosters.  He further stated that the proposed chicken coop will be Hardiplank and will be painted to match the house on the property.

 

Commissioner Guglielmo opened the public hearing at 6:21 pm.

 

Commissioner Guglielmo closed the public hearing at 6:22 pm.

 

Commissioner Edwards made a motion to approve the Certificate of Appropriateness as requested. 

 

Commissioner Dudney seconded, motion passed 6-0-0.

 

C.     HDC 14-07:  Hold a public hearing and take action on a request for a Certificate of Appropriateness to replace the existing windows and front railing at 914 4th Street, located on 4th Street between Illinois Avenue and Iowa Avenue.

 

Ms. McMillin presented the staff report.  She further stated that the subject house is a Minimal Traditional style home, while the proposed replacement windows are prairie style windows.

 

Ms. McMillin quoted Sec. 125-51A.b.6 of the Zoning Ordinance for the record, which states in part that “repair or replacement of missing architectural features should be based on accurate duplication of features, substantiated by historical, physical, or pictorial evidence rather than on conjectural designs or the availability of different architectural elements from other buildings or structures.”

 

Commissioner Guglielmo opened the public hearing at 6:24 pm.

 

The applicant, Ms. Caprice Dodson, explained that she has already purchased the proposed windows because she was unaware of the requirements of the Historic District Commission.  She further explained that the existing railing does not meet code and that she would like to replace it with something that will meet code.  Finally, the applicant stated that she would be willing to remove the grille from the newly purchased windows in order to obtain the Certificate of Appropriateness. 

 

Commissioner Guglielmo closed the public hearing at 6:42 pm.

 

Commissioner Schroeder made a motion to approve the request with the stipulation that the prairie style grilles on the top sash of the proposed windows be removed prior to installation.

She further moved to approve the replacement of the existing porch railing in a style similar to the existing railing.

 

Commissioner Ruhl seconded, motion passed 6-0-0.

 

IV.              Commissioner Comments

A.     Mr. Hendershot stated that the subcommittee meeting with the applicant seeking to relocate a house into the Historic District had been held and went well.  Commissioner McDougal further stated that the applicant is having difficulty purchasing the house from Cherry Movers, but that the subcommittee would be willing to meet with him again if necessary.

 

B.     Commissioner McDougal stated that she has been working with staff to pursue Certified Local Government status.  She is also working with the Texas Historic Commission to clarify the specific requirements for CLG status. 

 

C.     Commissioner Schroeder stated that she would like to see the Commission prioritize the goals that were outlined during the annual action plan workshop.
