A.  Hold a public hearing and take action on Replat – Veranda Townhomes, Phase 1, being a replat of Unrestricted Reserves “C” and “P” of the South Shore Harbour, Section 2 Subdivision, being approximately 26.4 acres in size, generally located north of FM 2094 and Enterprise Avenue, east of South Shore Boulevard and west of Twin Oaks Boulevard.

 

IV.              New Business

A.     Consider and take action on Final Plat – Sedona, Section 4, generally located south of League City Parkway (State Highway 96) and west of Hobbs Road.

B.     Consider and take action on a Replat – Victory Lakes Commercial Section 1, Block 1, Lots D-9 and D-10, generally located between IH 45 and Town Center Drive, north on Victory Lakes Drive.

 

V.                 Other Business

Receive a presentation regarding the proposed Planned Unit Development (PUD) for the Marketplace at Ninety-Six PUD.

I.                   Call to order and Roll call of members of Planning & Zoning Commission

 

Eric Froeschner called the meeting to order at 6:01 PM.

II.                Approval of Minutes

A.                 July 7, 2014

 

Kimberlee Prokhorov moved to approve the minutes of July 7, 2014.

 

Doug Turner seconded the motion.

 

The motion passed 7-0-0.

 

III.             Public Hearings and Action Items from Public Hearings

A.     Hold a public hearing and take action on Replat – Veranda Townhomes, Phase 1, being a replat of Unrestricted Reserves “C” and “P” of the South Shore Harbour, Section 2 Subdivision, being approximately 26.4 acres in size, generally located north of FM 2094 and Enterprise Avenue, east of South Shore Boulevard and west of Twin Oaks Boulevard.

 

Mark Linenschmidt presented for City of League City. Mr. Linenschmidt informed commission of a total of 218 townhomes being proposed.  Property does have a designated wetland area that will be maintained and possibly enhanced.

 

Public hearing was opened at 6:24 PM.

 

Steve Gove got up to speak about a different agenda item.  He was informed that he will be able to speak to the City on this matter Wednesday, June 23, 2014 at the YMCA at 6:30 PM and a public hearing at P&Z on August 4, 2014.  He said he will be deployed by August, and was informed he can send in a letter to the City Secretary’s office regarding the subject. Ryan Granata will give him information for that procedure.

 

Public hearing was closed at 6:26 PM.

 

Kimberlee Prokhorov moved to approve the Replat – Veranda Townhomes, Phase 1.

 

Hank Dugie seconded the motion.

 

The motion passed 7-0-0.

 

IV.              New Business

A.     Consider and take action on Final Plat – Sedona, Section 4, generally located south of League City Parkway (State Highway 96) and west of Hobbs Road.

 

Wallis McMillin presented for City of League City.  Ms. McMillin stated there are 151 lots, 4 restricted reserves on approximately 55.3 acres zoned RSF-7.  Consistent with previously approved preliminary plat with a condition they get additional approvals.  These have all been met and park fees have been paid.

 

Mark Edelman motioned to approve the Final Plat – Sedona, Section 4.

 

Doug Turner seconded the motion.

 

The motion passed 7-0-0.

 

B.     Consider and take action on a Replat – Victory Lakes Commercial Section 1, Block 1, Lots D-9 and D-10, generally located between IH 45 and Town Center Drive, north on Victory Lakes Drive.

 

Kris Carpenter presented for City of League City. Mr. Carpenter stated it is approximately 2 acres, zoned CM in the Victory Lakes PUD. The property will only have access along Town Center Drive. Applicant is proposing dividing the property into (2) 1 acre lots.  This division is in compliance with local and state codes.

 

Mark Edelman motioned to approve Replat – Victory Lakes, Commercial Section 1, Block 1, Lots D-9 and D-10.

 

Shane Hamilton seconded the motion.

 

The motion passed 7-0-0.

 

V.                 Other Business

Receive a presentation regarding the proposed Planned Unit Development (PUD) for the Marketplace at Ninety-Six PUD.

 

Paul Menzies presented for City of League City.

 

Katherine Hatcher presented for NewQuest Properties. Ms. Hatcher detailed several changes made from the original plan and reaffirmed their agreement to go through the PUD process. Significant changes include moving the drug store further away from the school, lowering and lessening the signs, mitigating traffic for drive through food facilities and loading docks, using a high concentration of masonry materials, a specific photometric plan, a fence and denser landscaping with higher caliper trees.

 

Paul Menzies informed the commission that the YMCA will host a similar presentation this Wednesday, July 23, 2014, for the neighborhood, at 6:30 PM.

 

VI.              Staff Comments

Mark Linenschmidt reminded commission that the PUD for Marketplace is coming up in two weeks.
