I.                Call to Order and Roll Call of Members

Chairman Guglielmo called the meeting to order at 6:05 pm.

II.              Approval of Minutes

A.                 June 19, 2014

Commissioner Schroeder made a motion to approve the minutes, Commissioner McDougal seconded, motion passed 5-0-0.

 III.            Public Hearings & Action Items

A.                 HDC 14-08 Hold a public hearing and take action on a request for a Certificate of Appropriateness to enclose the existing garage door opening on the property at 810 Coryell Street, located on the north side of Coryell Street between Kansas Avenue and Iowa Avenue.

 Commissioner Guglielmo opened the public hearing at 6:05 pm.

Ms. McMillin presented the staff report.  She explained that the applicant has requested a Certificate of Appropriateness to enclose the garage door opening and install two square vinyl windows.  She also explained that the ordinance dictates that only two different types of windows are permitted on the front elevation of a house within the historic district. 

The applicant, Robert Arrizola, stated that the existing windows on the home are aluminum, while the proposed new windows are vinyl.

Commissioner McDougal questioned how the ordinance defines ?window style,? and also asked whether there have been any similar requests for a Certificate of Appropriateness.  Ms. McMillin stated that the ordinance does not define ?window style.?  She further stated that there have been no similar requests in the past year. 

Commissioner Guglielmo asked what the difference is between the windows on the left and right of the house.  Ms. McMillin explained that the windows on the left are a pair of single hung, nine over six aluminum windows, while the window on the right is a fixed window with an arch detail at the top. 

Commissioner McDougal stated that the Commission should agree upon a definition of ?window style? before making a decision about the request.  She further stated that, should a similar request be made in the future, the decision made at this hearing could set a precedent for future decisions.  Commissioner McDougal proposed four criteria for determining window style:  shape, material, color, and number of lites.  She further stated that the decision before the Commission is whether or not the windows currently in place on the house constitute the same style of window. 

Commissioner Guglielmo closed the public hearing at 6:28 pm.

 

Commissioner McDougal made a motion to approve the request for a Certificate of Appropriateness to enclose the garage with the condition that the material of the new windows matches the material of the existing windows on the home. 

Commissioner Dudney seconded, motion passed 5-0-0.

 

IV.             Commissioner Comments

Commissioner McDougal suggested that the applicant choose a window with low-E glass. 

Commissioner Guglielmo requested that a discussion item be added to the next agenda regarding parking and drainage issues in the Historic District.

 

V.              Staff Comments

Staff had no comments.

 VI.            Adjournment

      The meeting was adjourned at 6:35 pm.
