B.     Consider and take action on a Final Plat - Bay Colony Pointe West, Section 10, generally located north of Farm to Market Road 517 and west of Calder Road.

C.     Consider and take action on a Final Plat – Autumn Lakes, Section 5, generally located south of Grissom Road, east of Bay Area Boulevard and west of Massengale Lane.

D.     Consider and take action on a Preliminary/Final Plat – Beacon Island, Section 3, generally located north of FM 2094, east of Davis Road and west of South Shore Boulevard.

E.     Consider and take action a Master Development Plan – Dominion Church, generally located north of Bay Colony Meadows West Subdivision and east of Calder Road.

 

V.                 Public Hearing and Action Items from Public Hearings

A.     Hold a public hearing and make a recommendation to City Council on Zone Change Application, Z14-07 (Pinnacle Park, Phase 1 PUD), a request to rezone approximately 18.857 acres from “CM” (Commercial Mixed Use) to “CM-PUD” (Commercial Mixed Use with a Planned Unit Development Overlay), generally described as a portion of the Stephen F. Austin Survey, Abstract No. 3, Tract 48, generally located at the northwest intersection of South Gulf Freeway (IH-45) and Big League Dreams Parkway in League City, Texas.

 

VI.              Staff Comments

A.     Receive an update on the status of the proposed amendments to the Zoning Ordinance.

I.                   Call to order and Roll Call of members of Planning & Zoning Commission

 

Eric Froeschner called the meeting to order at 6:00 PM.

I.                    Approval of Minutes

A.     September 15, 2014

 

Shane Hamilton motioned to approve the minutes of September 15, 2014.

 

James Brockway seconded the motion.

 

Motion passed 6-0-0.

 

II.                Other Business

A.     Consider and take action on the Planning and Zoning Commission meeting dates for 2015.

 

Ron Wicker motioned to approve the meeting dates for 2015.

 

Marc Edelman seconded the motion to approve the meeting dates for 2015.

 

Motion passed 6-0-0.

 

III.             New Business

A.     Consider and take action on a Final Plat – Bay Colony Pointe West, Section 9, generally located north of Farm to Market Road 517 and west of Calder Road.

 

B.     Consider and take action on a Final Plat – Bay Colony Pointe West, Section 10, generally located north of Farm to Market Road 517 and west of Calder Road.

 

Kris Carpenter presented items A & B together for the City of League City.

 

Ron Wicker motioned to approve the Final Plat of Bay Colony Pointe West, Section 9 and the Final Plat of Bay Colony Pointe West, Section 10.

 

Kimberlee Prokhorov seconded the motion.

 

Motion passed 6-0-0.

 

C.     Consider and take action on a Final Plat – Autumn Lakes, Section 5, generally located south of Grissom Road, east of Bay Area Boulevard and west of Massengale Lane.

 

Ryan Granata presented for the City of League City.

 

A discussion on drainage resolution was held.

 

Shane Hamilton motioned to approve the Final Plat of Autumn Lakes, Section 5.

 

Marc Edelman seconded the motion.

 

Motion passed 6-0-0.

 

D.     Consider and take action on a Preliminary/Final Plat – Beacon Island, Section 3, generally located north of FM 2094, east of Davis Road and west of South Shore Boulevard.

 

Mark Linenschmidt presented for the City of League City.

 

Marc Edelman motioned to approve the Preliminary/Final Plat of Beacon Island, Section 3.

 

Ron Wicker seconded the motion.

 

Motion passed 6-0-0.

 

E.     Consider and take action on a Master Development Plan – Dominion Church, generally located north of Bay Colony Meadows West Subdivision and east of Calder Road.

 

Mark Linenschmidt presented for the City of League City.

 

A discussion was held regarding access with the Grand Parkway plans.

 

Ryan Granata answered questions for the City of League City posed in discussion.

 

Kimberlee Prokhorov motioned to approve the Master Development Plan for the Dominion Church.

 

James Brockway seconded the motion.

 

Motion passed 7-0-0.

 

Shane Hamilton motioned to move into executive session.

 

Hank Dugie seconded the motion.

 

Motion passed 7-0-0.

 

Eric Froeschner re-opend the regular session at 6:43 PM.

 

IV.              Public Hearing and Action Items from Public Hearing

There were no speakers for the public hearing.

 

Mark Edelman motioned to continue the public hearing to Monday, October 13, 2014 at 5 PM in the same location.

 

James Brockway seconded the motion.

 

Motion passed 7-0-0.

 

V.                 Staff Comments

Received an update on the status of the proposed amendments to the Zoning Ordinance.

 

Richard Werbiskis updated the Commission on future code changes, design standards and allowances for food trucks, parking, signage, oil and gas, and vesting that the Planning Department will be/is currently researching and updating.

 

VI.              Adjournment

Eric Froeschner adjourned the meeting at 6:59 PM.
