REGULAR MEETING

Thursday, November 20, 2014 at 6:00 P.M.

I.                   Call to Order and Roll Call of Members

Chairman Guglielmo called the meeting to order at 6:03 pm.

II.                Approval of Minutes

 

A.                       September 18, 2014

 

Kris Carpenter notified there was a change to the minutes on page two, the word ?without? was added to the second paragraph, second line from the bottom.

 

Steph McDougal motioned to approve the minutes.

Fay Dudney seconded the motion.

Motion passed 5-0-0.

 

III.             Public Hearing & Action Items

 

A.                 HDC 14-09Hold a public hearing and take action on a request for a Certificate of Appropriateness to demolish a residence located at 616 4th Street, located on the north side of 4th Street between Colorado Avenue and North Michigan Avenue.

 

Kris Carpenter presented for the City of League City.

Case was originally brought before commission September 14, 2014.

Pictures of damage to the house were presented to show the extent of the damage to the house, internal and external. Several areas of rotting wood, especially in the flooring ? some flooring is being held up with plywood only.

 

Applicant gave presentation. Presentation included pictures of the extent of the damage to the house. Applicant also included quotes to repair the exterior of the house - $125,000 (not including internal or trade work). The current floor plan isn?t reasonable for a family of four ? for example, to do laundry or go to the backyard, applicant has to walk through two bedrooms first. New construction would cost in the range of $170,000 - $211,000. Applicant also noted that a new home would increase surrounding property values. Current value of the house and property is $59,000.

 

Peter Guglielmo opened up the public hearing at 6:15 PM.

Gwyn Thompson, 612 4th Street. She is in favor of having the house demolished for the family?s health and safety and for the property value?s health.

Peter Guglielmo closed the public hearing at 6:16 PM.

 

Steph McDougal motioned to discuss if the property meets the requirements for demolition.
Commissioners agree that the evidence presented meets the requirements for demolition.

Commissioners commend applicant and Kris for the completeness and thoroughness of the application and presentations.

 

Steph McDougal motioned that application meets the requirements of the ordinance and provides sufficient evidence to make a determination.

Fay Dudney seconded the motion.

Motion passed 5-0-0.

 

Steph McDougal motioned to approve the Certificate of Appropriateness to demolition at 616 4th Street.

Michael Hendershot seconded the motion.

Motion passed 5-0-0.

Steph McDougal notified everyone that the council approved the submission of the Certified Local Government Grant application to the Texas Historical Commission.

The application is to certify the commission to apply for future grant opportunities.

Staff will be gathering information for training and procedure guidelines for the commissions.

Peter Guglielmo adjourned the meeting at 6:27 PM.
