REGULAR MEETING

Thursday, January 21, 2016 at 6:00 P.M.

I.                   Call to Order and Roll Call of Members of Historic Commission
Steph McDougal opened the meeting at 6:00 PM.

II.                Approval of Minutes

       A.                 November 19, 2015

Mr. Calkins made a motion to approve the minutes of November 19, 2015, with corrections.

Mr. Hake seconded the motion.

The motion passed unanimously by a vote of 4-0-0.

III.             Public Hearing & Action Items

A.                 Consider and take action on HC 16-01, Ghirardi House Informational Sign, a request to install an informational sign soliciting donations for the Ghirardi House, located north of Coryell Street and east of Wisconsin Avenue with an approximate address of 1220 Coryell Street.

Matthew Grooms, Planner for the City of League City, and Chien Wei, Director of Parks and Cultural Services, presented for the City.            

Mr. Calkins asked what type of museum the property would be.

Mr. Wei stated that it will be a museum that displays artifacts that are over 100 years old, farming equipment, and displays of how the house looked like in 1925. 

Mr. Hake asked what the initial cost estimate was.

Mr. Wei stated that the estimate to do flooring, sheet rock, alarms, and lighting was 115,000 dollars, and the plan is to apply for several grants and foundations to get funding for the project, and a possible fundraiser event at the end of April.

Ms. McDougal asked if there had been any discussion to put the property into productive use, as something other than a museum, and commented that museum attendance is low nationwide and those working in the museum profession have stated that communities and nonprofit should not build new community museums unless there is a compelling need.

Mr. Wei stated that there has not been any discussion, as the donors’ intent was that the property be used as a museum, and the Butler Longhorn Museum wants to take the property on as part of their lease agreement.

Mr. Hake asked Ms. McDougal if she meant someone living at the property when she stated, “productive use.”

Ms. McDougal stated no, that the property could possibly be used as a meeting space, as there is little funding for museums, and issues with preservation and long-term funding.

Ms. McDougal commented that she wanted to know if the decision had been made for reasons such as it was the wishes of the family when they made the donation.

Mr. Wei stated that it was the family’s wishes, and that the same questions did arise from City Council members during the budget process. Mr. Wei commented that the annual maintenance cost would be on the burden of the City, and the intent of the museum is that it will not be opened all day, but tours of the Ghirardhi house will be provided by the Butler Longhorn Museum through reservations. 

Mr. Hake commented that it would be a good fit with the Butler Longhorn Museum’s ranching and farming theme.

City staff recommended approval of the request based upon conformity with pertinent League City Ordinances.

Mr. Hake commented that the sign was too busy and may not be very effective due to the small writing and large picture.

Mr. Wei stated they have a similar sign for the Ghirardi Oak that is located on Louisiana, and the sign is not meant for traffic to see the sign, but for walk-up; so, that residents can get a better idea of the project. Mr. Wei commented that currently the house sits within the park, without any explanation of why it’s there and without any information on future projects, and the sign would provide that information to those who would walk-up there to it.

Mr. Calkins made a motion to approve HC 16-01, Ghirardi House Informational Sign.

Mr. Hake seconded the motion.

The motion passed unanimously by a vote of 4-0-0.

IV.             Commissioner Comments

Mr. Hendershot commented that it may be more beneficial for the Parks Department if the sign was closer to F.M. 518, as it would be more visible.

Mr. Calkins agreed with Mr. Hendershot, and commented that the sign needs to be in a location with higher visibility.

V.                Staff Comments

Mr. Grooms commented that the applicant for All-About-Plumbing is supposed to work with the drainage engineer and prove that the drainage on-site will work, and he would be following up at the next meeting in February to confirm that was done. Mr. Grooms also commented that City Council has plans to reappoint commissions at their next meeting on Tuesday, the meeting for commissioner training has been postponed to February, when the commission is fully staffed, and there currently are plans to hold an ordinance workshop the following month after that, which will kick start ordinance revisions.
