MINUTES

CITY OF LEAGUE CITY

PLANNING AND ZONING COMMISSION

Monday, June 6, 2016 at 6:00 P.M.

COUNCIL CHAMBERS

200 W WALKER ST.

 

I.                   Call to Order and Roll Call of Members

Douglas Turner opened the meeting at 6:00 PM.

II.                Approval of Minutes

A.                 May 16, 2016

 

Mr. Alderman made a motion to approve the May 16, 2016 minutes, with corrections.

Mr. Bindhammer seconded the motion.

The motion passed unanimously by a vote of 5-0-2*.

 

Gary Walding and Jon Schweinle abstained from voting*

 

III.             New Business

A.                 Consider and take action on a Master Development Plan ? League City United Methodist Church, generally located south of League City Parkway, east of Butler Road and west of Calder Road.

Mark Linenschmidt, Senior Planner for the City of League City, presented, and City staff recommended approval.

 

Mr. Arnold asked if there were any protected trees on the property.

Mr. Linenschmidt stated that there are protected trees on the site, but not within the section of this phase.

 

Mr. Bindhammer asked for the timeline of the construction (far left side, very end).

Glen Watkins stated that they hope to start the first phase this summer, which is anticipated to complete this and the permit process.

 

Mr. Alderman asked when the fire department signs off on the layout.

 Mr. Linenschmidt stated that the Fire Marshall?s Office reviews at the site development phase, as well as the permitting phase.

 

Mr. Alderman asked if they signed off for this.

Mr. Linenschmidt stated yes.

 

Mr. Arnold asked how many square feet the church was going to be.

Mr. Watkins stated that the main building was going to be approximately 64,000 square feet.

Mr. Arnold asked if that would be in phase 1.

Mr. Watkins stated no, this area would be about 42,000 square feet, with a portion of it unfinished.

 

Mr. Arnold asked for the total cost of the project.

Mr. Watkins stated about 6.4 million, for the first phase.

 

Mr. Arnold made a motion to approve Master Development Plan ? League City United Methodist Church.

Mr. Alderman seconded the motion.

The motion passed unanimously by a vote of 7-0-0.

 

 

B.                 Consider and take action on a Final Plat ? Sedona, Section 5, generally located south of League City Parkway, north of Ervin Street, west of Butler Road and east of Landing Boulevard.

Mark Linenschmidt, Senior Planner for the City of League City, presented, and City staff recommended approval.

 

Mr. Bindhammer asked if there were any changes for 1, 2, 3, and 4.

Mr. Linenschmidt stated that there were various changes, but the largest change was related to Hobbs Road, which is a major arterial, and therefore additional rights-of-way were dedicated, along Hobbs Road.

 

Mr. Linenschmidt stated that along Hobbs there are overhead power lines and that will be continued on the eastern side of the property line, in accordance with the Subdivision and Development Regulation, on concrete power lines. 

 

Mr. Alderman made a motion to approve Final Plat ? Sedona, Section 5.

Mr. Bindhammer seconded the motion.

 

Mr. Alderman asked about the 2-0-1 vote for the preliminary plat, and if that was the quorum.

Nghiem Doan, City Attorney, commented that he and the City engineer sat in as none voting members to make them quorum, and that allowed the vote to be carried through.

 

The motion passed by a vote of 6-0-1*.

 

Mr. Arnold abstained from voting*.

 

IV.              Staff Comments

Mr. Linenschmidt reminded the Commission that Zone Change Application, Z15-17 (Lakes of Quail Pointe), would go before City Council June 14, 2016.

 

Paul Menzies, Director of Planning and Development, commented that the Main Street Open House meeting would be at 6:00 PM, on the 15th at the Civic Center, and there will be information available, if a Commission would like to provide information, that could also be done, and the development of the west and southwest side, which is vacant, may be in the future, as there has been a large transaction.

Mr. Menzies also commented that they are attempting to correct the Planning Department?s staffing issues.

 

V.                 Adjournment

Douglas Turner adjourned the meeting at 6:18 PM.
