HISTORIC COMMISSION

SPECIAL MEETING

Wednesday, October 5, 2016 at 6:00 P.M.

City Council Chambers

I.                   Call to Order and Roll Call of Members of Historic Commission

Steph McDougal opened the meeting at 6:00 PM.

II.                New Business

A.     Report on the National Alliance of Preservation Commissions Conference.

Steph McDougal, Chair, reported on the National Alliance of Preservation Commissions Conference and informed of ditch preservation materials.

B.   Discuss topics for potential training sessions to be held with the Historic Commission.

Steph McDougal, Chair, presented possibilities for potential training sessions for the Historic Commission.

The Historic Commission requested the following items be considered for future training sessions:

§  A presentation on how the city sign ordinance affected the Historic District.

§  A presentation on building code and design guidelines pertaining to the Historic District.

§  A presentation on drainage and ditch maintenance.

§  Educational workshops for the public, including a historic window workshop.

§  A presentation of windstorm exemptions in regard to certificates of appropriateness.

§  Rain collection and water recycling possibilities.

§  Information session on the Dark Sky Ordinance.

§  Discuss the possibilities on creating a catalogue of properties in need of improvement within the Historic District.

§  Educational course on Roberts Rules of Order.

C.  Work session to create the Annual Work Plan for 2016-2017.

Steph McDougal, Chair, presented materials to the Commission in regard to the Annual Work Plan for 2016-2017.

Ms. McDougal reported on the need to amend the existing ordinance, create a survey, and update the design guidelines, as they pertained to the Historic Commission, in order to gain acceptance as a certified local government, and to ensure appropriate provisions. She proposed the formation of a sub-committee in January 2017 to gather citizen input and ensure public participation in the drafting of revisions to the Historic Preservation Ordinance.

Mr. Hake informed of the need to obtain support from the City Manager to ensure support of City Council.

Ms. McDougal agreed it would be wise to begin briefing City Council on any intended revisions.

Ms. Legaux informed of public outreach and educational opportunities.           

Ms. McDougal stated she was excited about the possibilities. 

III.             Commissioner Comments

Susan Pierce inquired about serving on the Historic Commission.  

IV.             Staff Comments

Korrie Becht, Senior Planner, introduced Frankie Legaux, Assistant Director of Planning and Development, and informed of the next scheduled Historic Commission meeting, which would be October 20, 2016.She reminded the Commission that applications for reappointment would be due October 31, 2016.

 

V.                 Adjournment

The Meeting was adjourned at 7:47 p.m.
