Regular Meeting

The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership interest in property or a business within the City, or their attorneys.

 

A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law prohibits members of the Historic Commission from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be directed to the entire Historic Commission, not individual members of the Historic Commission or staff. If addressing a specific agenda item, speakers must keep their remarks specific to the item being considered by the Historic Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining time and shall be seated.

 

IV.     New Business

 

A.     Consider and take action to elect board members to the positions of Chairperson and Vice-Chairperson of the Historic Commission.

 

B.      Conduct a workshop to receive training from the City Attorney on Robert?s Rules of Order and the role and responsibility of Historic Commission.

 

C.     Conduct a workshop to receive training from the League City Planning Staff on the Zoning Ordinance and how it relates to the Historic Commission.

 

D.     Presentation on the Downtown Revitalization Project.

HISTORIC COMMISSION

REGULAR MEETING

Thursday, February 16, 2017 at 6:00 P.M.

City Council Chambers

I.                   Call to Order and Roll Call of Members of Historic Commission

Steph McDougal opened the meeting at 6:01 PM.

II.               
Approval of Minutes

A.     October 20, 2016

Mr. Hake made a motion to approve the minutes of October 20, 2016 as presented.

Ms. Pierce seconded the motion.

The motion passed unanimously by a vote of 5-0-0.

 

III.             Citizen Communication

No citizens provided comment.


IV.             
New Business

A.      Consider and take action to elect board members to the positions of Chairperson and Vice-Chairperson of the Historic Commission.


Mr. Hake nominated Ms. McDougal to serve as Chairperson of the Historic Commission.

Ms. McDougal nominated Mr. Hake to serve as Vice-Chairperson of the Historic Commission.

With no objection, Ms. McDougal was re-elected to serve as Chairperson and Mr. Hake was elected to serve as Vice-Chairperson of the Historic Commission.


B.      Conduct a workshop to receive training from the City Attorney on Robert?s Rules of Order and the role and responsibility of Historic Commission.

Michelle Villarreal, Deputy City Attorney for the City of League City, provided a training presentation to the Commission on Robert?s Rules of Order and the role and responsibilities of the Historic Commission.


C.     Conduct a workshop to receive training from the League City Planning Staff on the Zoning Ordinance and how it relates to the Historic Commission.

Frankie Legaux, Assistant Director of Planning and Development for the City of League City, presented materials on the City of League City Zoning Ordinance as it related to the Historic Commission and provided an update on the Historic District Survey.

Ms. McDougal informed that Katherine Lewis of the museum had photographs available that may be shared with the City and surveyor to provide additional historic information.

V.             Commissioner Comments

Mr. Henn stated he appreciated being on the Commission and looked forward to working with everyone.

Ms. McDougal informed on April 27th she would be giving a presentation on how to research a historic home to the Historic Society.

 

VI.          Staff Comments

Mr. Baumgartner, City Manager for the City of League City, provided a briefing on the proposed downtown revitalization project.

 

Mr. Henn asked what the lease term was on the blue building.

Mr. Baumgartner replied that a commitment was made at purchase to allow the tenant to stay for 18 months with approximately 9 or 10 months remaining on said commitment. He continued that the other tenant was on a month-to-month agreement. The City was preparing to provide a one-year notice to remaining tenants prior to demolition. He informed the demolition would also depend on asbestos issues and related costs. However, collected rents have been allocated towards expenses.

 

Ms. McDougal asked if the City would apply for a Certificate of Appropriateness for City-owned property within the Historic District for projects such as demolition.  

Mr. Baumgartner stated from his understanding in past projects, the City applied for a Certificate of Appropriateness to ensure conformance to district requirements.

 

Ms. McDougal asked who handled compliance issues with state and federal law regarding the downtown project.

Mr. Baumgartner replied Candace Blalock was responsible for compliance and stated she would provide updates to the Commission on compliance activities.

 

Mr. Carpenter, Planning Manager for the City of League City, provided an update on the variance granted at the last meeting for All About Plumbing. He informed engineered plans were submitted to staff to correct drainage issues, of which were currently under review.

 

Ms. Becht, informed an application for a Certificate of Appropriateness was submitted and would be on the agenda for the March 16, 2017 Historic District Meeting.
