The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership interest in property or a business within the City, or their attorneys. A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law prohibits members of the Planning and Zoning Commission from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be directed to the entire Planning and Zoning Commission, not individual members of the Planning and Zoning Commission or staff. If addressing a specific agenda item, speakers must keep their remarks specific to the item being considered by the Planning and Zoning Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining time and shall be seated.

Public Hearings & Action Items

A.     Conduct a public hearing and make a recommendation to City Council on a Zoning Map Amendment – Wilson Properties (MAP-17-0002), a request to rezone four (4) tracts to “CG” (General Commercial), totaling approximately 13.0 acres, generally located east of West Walker Street and west of State Highway 3 along the north side of West FM 646 in League City, Texas.

 

Tract 1:  Rezone approximately 2.6 acres from “CO” (Office Commercial) to “CG” (General Commercial).

 

Tract 2:  Rezone approximately 2.84 acres from “RMF-2” (Multi-Family Residential with a maximum density of 22 dwelling units per acre) to “CG” (General Commercial).

 

Tract 3:  Rezone approximately 1.49 acres from “RMF-2” (Multi-Family Residential with a maximum density of 22 dwelling units per acre) to “CG” (General Commercial).

 

Tract 4:  Rezone approximately 6.01 acres from “CO” (Office Commercial) to “CG” (General Commercial).

 

V.                  New Business

A.   Consider and take action on a Master Plan – Coastal Point PUD (formerly named Lakes of Quail Pointe PUD) (PUD-17-0002), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.

B.      Consider and take action on a Master Plan Revision – Tuscan Lakes Master Plan Revision #21 (PUD-17-0004), generally located along League City Parkway (SH 96), west of Tuscan Lakes Boulevard.

A.   Consider and take action on a Preliminary Plat – Coastal Point, Section 1 (PLAT-17-0021), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.

B.    Consider and take action on a Preliminary Plat – Coastal Point, Section 2 (PLAT-17-0022), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.

C.   Consider and take action on a Preliminary Plat – Coastal Point, Section 3 (PLAT-17-0023), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.

D.    Consider and take action on a Preliminary Plat – Tuscan Lakes SF 55-5 SE (PLAT-17-0028), generally located south of East League City Parkway (SH 96), east of South Egret Bay Boulevard (FM 270), and along the east side of La Spezia Lane.

E.   Consider and take action on a Final Plat – Westwood Section 7 (PLAT-17-0026), generally located south of League City Parkway and west of Maple Leaf Drive.

II. Approval of Minutes

A. August 14, 2017

Mr. Bindhammer made a motion to approve the August 14, 2017 minutes as presented.
Mr. Schweinle seconded the motion.
The motion passed by a vote of 3-0-2.
Annette Ramirez abstained from voting.


III. Citizen Communication
No citizen comments were provided.

IV. Public Hearings & Action Items

A.

Mark Linenschmidt, Senior Planner, gave a presentation on a request to rezone four (4) separate tracts of undeveloped property along the FM 646 Corridor.

Tract 1: Rezone approximately 2.6 acres from “CO” (Office Commercial) to “CG” (General Commercial).

Tract 2: Rezone approximately 2.84 acres from “RMF-2” (Multi-Family Residential with a maximum density of 22 dwelling units per acre) to “CG” (General Commercial).

Tract 3: Rezone approximately 1.49 acres from “RMF-2” (Multi-Family Residential with a maximum density of 22 dwelling units per acre) to “CG” (General Commercial).

Tract 4: Rezone approximately 6.01 acres from “CO” (Office Commercial) to “CG” (General Commercial).

Mr. Turner opened the public hearing at 6:14 p.m.


Charles Wilson, Applicant, commented on his request to rezone four (4) tracts to “CG” totaling approximately 13.0 acres along the FM 646 Corridor.

Mr. Turner closed the public hearing at 6:19 p.m.

Mr. Schweinle made a motion to approve Zoning Map Amendment – Wilson Prosperities (MAP-17-
0002).
Mr. Bindhammer seconded the motion.
The motion passed by a vote of 4-0-1.


V. New Business

A.

Kris Carpenter, Planning Manager, gave a presentation on Master Plan Revision – Tuscan Lakes Master Plan Revision #21 (PUD-17-0004).


Christopher Sims, Interim City Engineer, gave a presentation on the detention requirements.


Ms. Ramirez made a motion to approve Master Plan Revision – Tuscan Lakes Master Plan Revision #21 (PUD-17-0004).
Mr. Schweinle seconded the motion
The Motion passed by a vote of 4-0-1

VI. Consent Agenda

A.
Consider and take action on a Preliminary Plat – Coastal Point, Section 1 (PLAT-17-0021), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.
Kris Carpenter, Planning Manager, stated informed that Item A was removed from the Agenda.

B. Consider and take action on a Preliminary Plat – Coastal Point, Section 2 (PLAT-17-0022), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.
Kris Carpenter, Planning Manager, stated that Item B was removed from the Agenda.

C. Consider and take action on a Preliminary Plat – Coastal Point, Section 3 (PLAT-17-0023), generally located south of League City Parkway (SH 96), north of FM 646, east of South Shore Boulevard and west of State Highway 146.
Kris Carpenter, Planning Manager, stated that Item C was removed from the Agenda.

D. Consider and take action on a Preliminary Plat – Tuscan Lakes SF 55-5 SE (PLAT-17-0028), generally located south of East League City Parkway (SH 96), east of South Egret Bay Boulevard (FM 270), and along the east side of La Spezia Lane.
Kris Carpenter, Planning Manager, stated that the plat met all State and local requirements, and staff recommended approval.

Mr. Bindhammer made a motion to approve Preliminary Plat – Tuscan Lakes SF 55-5 SE (PLAT-17-0028).
Ms. Ramirez seconded the motion.
The motion passed by a vote 4-0-1.


E. Consider and take action on a Final Plat – Westwood Section 7 (PLAT-17-0026), generally located south of League City Parkway and west of Maple Leaf Drive.
Kris Carpenter, Planning Manager, stated that the plat met all State and local requirements, and staff recommended approval.

Mr. Bindhammer made a motion to approve Final Plat – Westwood Section 7 (PLAT-17-0026).
Ms. Ramirez seconded motion.
Motion passed by a vote of 4-0-1.
