Councilman J.E. “Mick” Phalen was born and raised in the mountains of southern West Virginia. After completion of four years of service in the U.S. Air Force, Mick earned bachelor and master’s degrees in business at West Virginia University, where he taught business courses for four years after graduation.

Mick worked twenty-plus years with Union Carbide Corporation, primarily in the financial control function. After accepting early retirement, he consulted on Information Systems implementation projects, and later became the Executive Director of the Boys & Girls Clubs of Galveston County.

Being avid golfers and fishermen, Mick, and his wife Jamie, moved to League City in 1998 to enjoy the climate, the Bay, and the quality of life.

“I believe City Council’s sole responsibility is to serve and represent the interests of the citizens of the City. I also believe we can find the right balance between the interests of the citizens and of residential and commercial growth, all within an open and accountable government.”
