May 1, 2013 CETCO continued trouble shooting equipment issues towards the weekend and were able to test on Friday. The contractor completed testing over the weekend and began the process to returning the bore hole to its pre-test condition. On Monday, the contractors began rigging down and moving the equipment off of the site, which was completed today. At this time, staff has not received any information regarding the tests or the future of this site from the operator.
April 23, 2013 Work continues on the production testing at the site. However, progress has slowed due to several technical difficulties with various equipment. CETCO and the operator's representative are in contact daily with the Oil and Gas Compliance Officer.
April 16, 2013 The production testing contractor, CETCO, arrived on site last Thursday and rigged up. In addition, staff from the Office of Emergency Management canvassed the surrounding area, spoke with residents, and provided handouts with city contact information for inquiries. On Friday, the city's third party consultant inspected the testing site and found only minor discrepancies which were quickly resolved. Issuance to proceed was granted by the Oil and Gas Compliance Officer shortly before noon. Shortly thereafter, the contractor began operations and worked through the weekend.  
April 9, 2013 The new drilling permit for Langley #1 well to Interstate Exploration was signed by the city manager today. The permit was signed subject to the following conditions:
  • Well Completion Testing is not to commence until a final inspection by the third party verifies all conditions and requirements of the ordinance and SUP10-04 are met by the operator.
  • All conditions of Ordinance No. 2011-02 (SUP10-04) are in effect in conjunction with this permit.
  • This permit does not allow for any other oil and gas activities on site except those expressly permitted by this permit.

The permit issued to Forza Operating is now expired.
April 2, 2013 The final report for the first addendum was submitted to the city and forwarded to the applicant. The only remaining item regarded frequency of audits of the SEMS document. However, our consultant indicated in the second addendum that this requirement was not required because CETCO's SEMS document had not reached the two year mark from its initial implementation for the first audit in 2012.
March 26, 2013 The remaining documents are currently under review by LRDIS. City staff is coordinating with the applicant and LRDIS to prepare for final inspection of the site, after rigging up, but prior to testing operations begin.
March 19, 2013 The final report detailing the review of CETCO's SEMS was provided and immediately forwarded to the applicant. The report noted several deficiencies based on the American Petroleum Institute's (API) Bulletin 75L referencing SEMS documents for onshore oil and gas production operations and associated activities. The applicant responded that the remaining deficiencies are indicated in the remainder of the submitted documents. The remaining documents will be forwarded for review by LRDIS.
March 5, 2013 The SEMS document and the SEMS bridging documents were submitted to LRDIS last Wednesday. Interstate Explorations has contracted with Stokes & Spiehler for oil and gas engineering design services and with CETCO Oilfield Services to conduct the testing. It is CETCO's SEMS document that is under review. The remaining documents are under review by city staff for completeness and compliance with the Oil and Gas Regulations.
February 25, 2013 Interstate Explorations, LLC. submitted an application, fee, and documentation for an Oil and Gas Drilling Permit today. The next step will be to submit the Safety Environmental Management System (SEMS plan) to our third party consultant Lloyd's Register Drilling Integrity Services, Inc. (LRDIS).
