Scope of work: 

Phase I: Levee improvements and protection from drainage flows across SH 96.

Phase II: Add capacity to the current detention pond and add a dedicated pump station.  

Phase III: Improve drainage and capacity within the neighborhood adjacent to Gum Bayou.

Phase IV: Widen Gum Bayou from SH 96 to southern city limits.

Project Status as of June 2021

GO Bond project; council awarded design December 17, 2019 (design contracted to require 10 months); survey complete; geotechnical boring is complete, and the samples have been submitted to a laboratory for testing; testing completed in preparation for engineering analysis, and a report with the results is anticipated by the end of July; held neighborhood public meeting on June 22, 2020; 30% of plans received September 8; some land along SH96 will be required for construction; a second public meeting was held December 2, 2020. The consultant submitted their recommended designs and associated proposal to the City for review and approval; comments sent back to consultant during the week of June 14, 2021; Second round of comments sent during the week of July 12. A public meeting is tentatively planned for the summer of 2021.

The original schedule, as of September 2019, shows design in progress from quarter 1 of 2020 through quarter 2 of 2021 for Bay Ridge Flood Reduction Phase 1. Land acquisition is programmed from quarter 3 of 2020 through quarter 2 of 2021. Construction bidding is scheduled for quarter 3 of 2021 with construction following through quarter 4 of 2022. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.

The current schedule, as of June 2021, for the Bay Ridge Flood Reduction Phase 1 project shows design in progress from quarter 1 of 2020 through quarter 3 of 2021. Land acquisition is programmed in quarters 2 and 3 in 2021. Construction bidding is programmed in quarter 4 of 2021. Construction is programmed from quarter 1 of 2022 through quarter 1 of 2023. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.

Project Status as of March 2021

GO Bond project; First of January 2021 the design engineer resubmitted their response to the City's 90% plan comments; After a site visit, City staff and the consultant discussed a revision to the design to allow access to the pump intake during storm events. The design cost for the addition of concrete steps that will assist in debris removal from the cleanout area and railing was submitted to the City on February 25 and was approved week of March 22. Completion of the design is estimated at two (2) weeks. Construction bid is anticipated in May 2021, which is ahead of initial schedule for construction in 2022. Construction length TBD as construction will be bid and awarded based on time and cost.

Project Status as of June 2021

Construction notice to proceed issued February 8, 2021 with mobilization of crews anticipated during the week of February 15, 2021 but occurred February 22 due to Winter Storm URI. Public meeting held February 11 to inform citizens of construction sequencing. Contract is for 470 days to substantial completion, anticipated June 2022. Contractor has cleared trees and completed installation of the 24-inch storm lines in the southwest section of Bay Ridge (Ocean Way). Installation of the 7’ x 5’ box culverts is complete. Inlets being installed on Dunrich. TNMP started de-energizing poles and relocating light poles at the end of May; underground line relocation start was impacted by change in staff at TNMP, but relocations have started. Frontier and Comcast line relocations are being coordinated with the City and Engineer to stay ahead of construction.

Project Status as of June 2021

Project from GO Bond Election; final report was reviewed by the City, and the City requested the consultant provide an additional H&H study in order to obtain the best and most cost-effective drainage solution. The case study began this month, which will provide the data and recommendation for improvements to Gum Bayou. The consultant will submit their case study to the City by the end of July. The next public meeting is expected in August 2021. Individual USACOE permit required; estimate 18-24 month timeframe required for permitting.
