The Meadows Drainage Improvements, Phase I

Scope of work: Increase capacity and efficiency of existing easements and purchase new rights-of-way to enhance drainage flow from the subdivision to the Robinson Gully tributary. Improve capacity and efficiency of Robinson Gully tributary between Robinson Gully and FM 270.

Project Status as of June 2021

GO Bond Project; negotiated possession and use with two homeowners in July 2019; Public Works installed swale as a preliminary portion of project; project applied for CDBG-DR funding and was denied in June 2020; Council approved design contract on July 28, 2020 with The Meadows Phase II project; project kickoff meeting was on August 24, 2020; draft drainage report was submitted and reviewed by the City in early March 2021; engineer returned second draft of the report that addressed City staff comments on April 14; a Teams meeting was held on April 29, 2021 with the consultant and City staff to discuss holding a public meeting and moving into Task 2 (Preliminary Engineering Report). The Notice To Proceed for Task 2 was issued on May 3, 2021. Weather delays and scope additions have caused schedule delays; 30% of plans with options identified is anticipated at the end of November 2021; once staff reviews and chooses option, design will begin on selected option; construction programmed in CIP for FY2022. Technical memo received July 1. Public meeting will be held once more information is received from the consultant.

The original schedule, as of September 2019, shows the design phase of The Meadows Subdivision Drainage Improvements, Phase I beginning in quarter 1 of 2021 through quarter 2 of 2021. Land acquisition is planned for quarter 3 of 2020 through quarter 2 of 2021. Construction bidding is scheduled for quarter 3 of 2021 with construction following through quarter 4 of 2021. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.

Current Schedule

The current schedule, as of June 2021, shows the completion of a swale in quarter 3 of 2019 with grant application phase of The Meadows Subdivision Drainage Improvements, Phase I completed in quarter 2 of 2020. Design began in quarter 3 of 2020 and continues in progress through quarter 2 of 2022. Land acquisition began in quarter 4 of 2020 and continues in progress through quarter 2 of 2022. Construction bidding is scheduled for quarter 3 of 2022 with construction following through quarter 4 of 2023. Construction time is an estimate as each bid is awarded based on cost and time submitted by the contractor.
